Service concession for the provision of user controlled personal assistance (BPA) for Arendal Municipality

Description

The contracting authority invites tenderers to apply for an award of concession for the provision of assistance hours in the user controlled personal assistance scheme for users in the municipality. The user controlled personal assistance scheme (Norwegian abbreviation: BPA) is pursuant to the Act on municipal health and care services (the Health and Care Services Act) §3-8, c.f. §3-2 first paragraph no. 6 letter b. Decisions on the user-controlled personal assistance (Norwegian abbreviation: BPA) services for individuals will be made by the municipality after the reception of an ordinary application. Lot 1: The objective of the qualification scheme is to facilitate a real choice for users of user-administered personal assistance services as regards which provider they want to provide the granted services (user choice). The service shall also ensure that the users are provided the assistance they are granted, in accordance with the Act relating to the municipal health services. A qualification system is an administrative award where the contracting authority sets requirements to approve service providers. The terms stated in the tender documentation and the contract must be fulfilled throughout the entire contract period. The scheme works so that all tenderers who meet certain conditions after applying, are allowed to offer BPA in Arendal Municipality.
