Description

The European Investment Bank (EIB) is launching a call for tenders on behalf of the global emerging market credit data (GEMs) consortium with the objective to sign a direct service contract with a service provider to outsource GEMs' data management — development and annual maintenance and deliverables. Lot 1: The GEMS Consortium is looking to further strengthen and formalize its operations as of 2021 and seeks to outsource the data management to a suitably qualified external party. As the GEMs data and application host, the responsibilities of the successful service provider shall include: — managing a three-month transition process during the take-over stage, — managing the hand-over transition process starting 3 months before the contract expiry date, — hosting and maintaining the GEMs database and Web application, and ensuring the related technical and functional support, — providing data management services including the support with regard to data submissions and the preparation of individual and consolidated data analysis reports, — producing the annual report which presents the distribution of data according to various axes, and the main risk metrics calculated for the whole consortium, — managing the web application software development, corrective and adaptive maintenance (improvements and change requests), and related documentation.
