In summary, the Services comprise: provision of an online document-centric identity proofing service to meet the Department’s SAFE standard as described in Appendix 1. The service to be procured will augment the Department’s current face-to-face identity proofing processes carried out by an officer in Intreo and SAFE Centres nationwide. The online identity proofing service must provide a high level of assurance that the individual is who they say they are by: • Capturing basic unverified identity attributes (name, date of birth, place of birth, sex, surnames, nationality) • Capture and verify the customers identity documents such as, for example, identity cards, birth certificates, passports and driver’s licenses. • Facilitating proof of liveness • Capturing ICAO photograph of the customer All documents and images must be transferred to the Department’s on-premise systems immediately, with no personal identifiable information (PII) data held by the service. For control purposes, and to assist in identity fraud detection, a facial match against the photograph captured will be carried out separately by the Department’s facial image matching solution comparing it to all images already stored on the Department’s database.
