Description

The City's Department of Community and Children's Services are procuring Youth and Play Services and have invited tender submissions from providers that can deliver services to meet our Priority Objectives and Outcomes. Following extensive market engagement and consultation with stakeholders and practitioners, the new service was advertised via 3 lots: 1: Universal Provision; 2: Play Provision for 8-12 year olds; 3: Potential: Information, Advice & Guidance and Community: Youth Participation. Activities delivered under Lot 1 will consist of regular sessions delivered City wide to all children and young people aged between 13-19 years (or 25 years if Send/care leaver). The activities must be universally accessible, with particular focus on those listed as targeted service users. Activities delivered during school holidays (i.e. all year round) would be welcomed. Delivery may include: — weekly youth sessions, — detached youth work, — school holiday provision, — residentials, — drop in sessions, — informal education, — accredited curriculum opportunities, — homework clubs, — ICT code clubs. Priority Outcome for Lot 1: Increase engagement in inclusive provision that supports the development of young people aged 13-19 years (or 25 years if Send/care leaver). Activities delivered under Lot 2 will consist of regular sessions delivered either City wide or in the identified areas of need to all children and young people aged between 8-12 years (including Send and children looked after). Bids to deliver the activities must be at least on a term time basis. Activities delivered during school holidays (i.e. all year round) would be welcomed. Delivery may include: — weekly after school sessions, — school holiday provision, — homework clubs, — ICT code clubs. Priority Outcome for Lot 2: Increase engagement in inclusive provision that supports the development of children aged 8-12 years old (including Send and children looked after). Lot 3 includes the delivery of 2 different types of activities which address the priority outcomes 2 and 5 in the DCCS Outcome Framework. These are: 1. Potential: Information, Advice and Guidance; and 2. Community: Youth Participation. It is expected that activities provided under Potential: information, advice and guidance will support the Corporation to fulfil its local authority duty to provide support that will encourage, enable and assist young people to secure sufficient suitable education provision. The service will also provide targeted support to vulnerable young people and those who are Not in Education Employment or Training (NEET). The service will be delivered for all City young people aged between 13-19 years (or 25 years if Send/care leaver). The activities must be universally accessible. Providers must also be proactive in engaging with those listed as targeted service users. For Community: Youth Participation, the City values and acknowledges the important role City residents have in the development of services. The corporation wants to ensure that the communities it serves are consulted with and given opportunities to co-produce the services delivered for them. Activities in this lot will support young people's participation in the consultation and development of services in the City. Providers will be expected to coordinate and managed the City Youth Forum, and facilitate the voice of young people to the Youth Programme Board. Providers should demonstrate creative and innovative methods for meaningful engagement with young people and increasing participation. Providers should demonstrate how they would work with other youth forums in neighbouring boroughs, London and with the City of London Corporation's Children in Care Council (CiCC) and Housing estates team. Priority Outcomes for Lot 3 — Potential: All young people have access to employment, training or education and receives encouragement and support to fulfil their potential. Priority Outcomes for Lot 3 — Youth Participation: Young people are able to contribute to their community, and be heard and listened to.
