This is a prior information notice in relation to a Call for Tender for the provision of Economic Policy Analysis (Energy Efficiency) Services to Sustainable Energy Authority of Ireland (SEAI). SEAI is notifying the market for interested parties with the expertise and skills to support SEAI in conducting policy and economic analysis of Articles 8-10 and Annex V of the EU Energy Efficiency Directive. The aim of this work will be to support the development of any new policy measures or any significant changes to existing policy measures, to ensure Ireland is compliant with these requirements. The contract value is estimated at €1,000,000 excluding VAT over a term of two years with potential for two additional extensions of one year each. (Total maximum of 4 years) The estimated budget for the contract will be subject to the annual government estimates and budgetary process in each of the years in question which are subject to change. The Energy Efficiency Directive (EED) is due to be amended shortly. Under the revised Directive, Article 7 is due to be replaced with new Articles 8, 9 and 10. As an EU Member State, Ireland will be required to transpose the new recast of the EED into its national legislation, including to its energy efficiency obligation scheme. Articles 8, 9 and 10 of the directive are expected to place requirements on Ireland until at least 2040.
