Procurement of an Income Management and Arrears System (predictive income / income protection software) for Roscommon County Council to support risk-based rent collection and arrears management, including implementation, integration, training, support and ongoing service delivery. The solution must operate as a predictive, analytics-led case management platform (not solely a bulk messaging or dialler tool), aligned to national best practice and regulatory expectations, and suitable for use across the Council’s social housing stock (c. 1,600 tenancies with an estimated 70–100 additional units coming on stream annually).
