Summary of work We require an experienced supplier (service design and digital development partner) who can meet our requirements and work with us to deliver this project on time and within budget and to Gov UK Service Standards. Work includes content design and engagement, UX design, user research and website development for the College of Policing Website, Extended Search site and Oscar Kilo site. The work also Includes migration from GOV.UK PaaS to AWS Cloud services using PALZ design for police assurance. Where the supplied staff will work No specific location (for example they can work remotely) Who the organisation using the products or services is College of Policing Why the work is being done The objective of the work is to enable ongoing support of the websites (College of Policing Website, Extended Search site and NPWS site Oscar Kilo) and to allow for a number of functional changes to be added through discreet Statements of Work. As standard, the successful supplier will ensure the existing functionality of the websites are maintained and work as expected, providing a smooth and effective user experience in order to support and enhance the reputation of the National Police Wellbeing Service (NPWS) and the wider College of Policing. The business problem With the main website complete, the next set of deliverables unique and specific to the College across the College Website, Extended Search and Oscar Kilo are: 1) Provide content strategy and content design expertise to develop user-centred accessible content 2) Deliver Progressive Web App (College website) 3) Provide 24/7 monitoring and support of live services including application level management (website and Oscar Kilo applications) of the College of Policing AWS environment (landing zone) 4) Continue to integrate and build Algolia search to incorporate search results from external Police sites into main College site (Extended Search) 5) Improve website accessibility by meeting WCAG 2.1 AA guidelines 6) Suppliers must hold ISO 27001 and/or Cyber Essentials certifications 7) Migrate from GOV.UK PaaS to AWS Cloud services using PALZ de-sign. The following problem statement needs to be addressed and resolved: 1. Support - how might we get best value ongoing support for the existing website. 2. GDPR - How might we continue to improve user experience and breadth and depth of NPWS and College Website offers so personal data is protected. 3. New capability – how might we best introduce new capability to the websites without impacting existing functionality. The people who will use the product or service User type: Member of the Public (College of Policing Website) Definition: As member of the public I want to find out more about the College of Policing so that I understand how it works and the standards that police forces should meet. As a member of the public I need to know how to join the police so I can get a job. User type: Police Officer (College of Policing Website) Definition: As a police officer I need to learn about guidance, training and development opportunities so that I can get promoted. User type: Content Author (College of Policing Website) Definition: As a content author I need to be able to quickly and easily update content on the website so that it's relevant and up to date for our users. User type: NPWS Team: Communication & Engagement Team (Oscar Kilo). Definition: As an NPWS team member (Comms & Engagement), I need to have full admin permissions as I am responsible for content and user management across the whole site. User type: NPWS Team: Fleet Team (Oscar Kilo). Definition: As an NPWS team member (fleet), I need access to the wellbeing van booking system to manage and edit van bookings so that I can ensure bookings are up to date. No further admin rights required. User type: NPWS Team: Workstream Leads (responsible managers of the live services some of which have a digital element) (Oscar Kilo). Definition: As an NPWS Workstream Lead, I need to be aware of site content only as I will work with NPWS Comms Team to edit and update content or develop new areas. No admin rights required. User type: Police landscape: Officers (Oscar Kilo) & Staff (Oscar Kilo). Definition: Police Officers, staff, volunteers families and those who have left the service will visit the open access areas of the site to access online resources and general information about OKNPWS. Those with police email addresses can create a login to access policing only specific online resources. User type: NPWS Team: Police Forces (organisation/specialists e.g., Occupational Health) (Oscar Kilo). Definition: Wellbeing / OH practitioners will access all open access information, and policing only resources via their login. Where applicable, they will also access the online interactive self assessment for the Blue Light Wellbeing Framework and / or online members only access areas (such as OH best practice Hub) which are invite only. OK9 wellbeing dog handlers network will also access an OK9 Members area page to access documentation specific to the network. Which phase the project is in Live Existing team The internal project team currently consists of Product Managers, Website Content designers, Project Manager, Project Leads from DDaT and Web Content teams, Business Support, Senior Application Operations Engineers. Address where the work will be done The work can be performed from any location. Our London office is based onsite with National Crime Agency in Vauxhall. The supplier should be able to travel to this site as and when necessary. Working arrangements Working largely off-site at supplier's location with meetings with the whole team. We require a team who will fully integrate with our team, sharing their knowledge and insight; working in the open and demonstrating good agile product delivery practice. Security and vetting requirements Developed Vetting (DV) More information about the Security requirements: Security cleared personnel at NPPV 2 or 3 or CTC will be required. This wasn't any option on the portal so please ignore the DV requirement and consider that NPPV 2 or 3 will be required.
