Summary of the work COP launched a new Oscar Kilo website to provide a compliant, accessible and user friendly website to deliver and enhance online services and engagement through a single interface for the NPWS and its users. Ongoing Support & Maintenance is required as well as enhancing functionality. Expected Contract Length 12 months Latest start date Wednesday 30 November 2022 Budget Range We can spend between £48,000k to £200,000 over the lifetime of this contract. The initial value of the required work however must not exceed £90,000k as this is the only budget that has been formally signed off. The remaining value of the contract is to cover future support and development work if required, but this can be in no way guaranteed. Why the Work is Being Done The objective of the work is to enable ongoing support of the website and to allow for a number of functional changes to added through discreet Statements of Work. As standard, it will ensure the existing functionality of the website is maintained and works as expected providing a smooth and effective user experience in order to support and enhance the reputation of the National Police Wellbeing Service. Problem to Be Solved The following problem statement needs to be addressed and resolved: 1. Support - how might we get best value ongoing support for the existing website. 2. GDPR - How might we continue to improve user experience and breadth and depth of NPWS offers so personal data is protected. 3. New capability – how might we best introduce new capability to the website without impacting existing functionality Who Are the Users The NPWS has the following categories and user types: 1. NPWS Team: a. Communication & Engagement Team; b. Capability Delivery Team. c. Workstream Leads (responsible managers of the live services some of which have a digital element) 2. Police landscape: a. Officers; b. Staff; c. Police Forces (organisation/specialists e.g. Occupational Health) Existing Team The website falls within the ownership of the Communication & Engagement Manager. Current Phase Live Skills & Experience • Strong evidenced of website content design and architecture against a complex structure including contributing to the content management strategy and will require working with the internal project team; • Strong understanding of user needs, good use of innovation and good design skills are required to complete this task to deliver the user experience we are looking for; • Strong Experience of close working with the internal teams; • A strong record of innovation and creativity to modernise and transform sites to provide a good user experience and build brand value • Demonstrable experience of implementing sites that meet WCAG 2.1 and Accessibility standards; • A strong record of providing support and advice throughout the project on design, delivery and implementation. Nice to Haves • Have an understanding of and experience of working within the constraints of public sector organisations including budgets, timescales and change • Have experience of applying the principles of user-centred design to the development of digital solutions Work Location The project team is based nationally. The supplier will be permitted to work remotely but will be expected to attend site if required for meetings and other activities such as user research sessions. Working Arrangments Working largely off-site at supplier's location with meetings with the whole team. We require a team who will fully integrate with our team, sharing their knowledge and insight; working in the open and demonstrating good agile product delivery practice. Security Clearance NPPV or CTC vetting is not required. When the supplier visits a site they will be issued an Escorted Pass and managed appropriately. Please can you provide information on the CMS used for the Oscar Kilo website, and any other technologies/toolsets bidders should be aware of? The website is built on Drupal 9 CMS with a set of imported modules. Other tech includes, PHP,Apache,MySQL,Redis,AWS,Logit,Laravel,Algolia,Cloudflare,Google Analytics. 2. Is there an incumbent supplier? Yes 3. Where it is currently hosted (public cloud, co-lo or on-prem)? The site is currently hosted on GOV.UK PaaS but will be migrating across to separate AWS account in 2023. 4. Is there an incumbent provider (e.g – Agency that built the site) and will they be included in this tender process? There is an incumbent. We can not state whether the incumbent will tender for the work as that is their decision. 5. What specific capabilities do you want to add to the website? Questionnaire for users to complete with a result 6. What specific support deliverables do you require? e.g. maintenance, content creation, etc Maintenance, hosting support, patching, general devops support, bug fixes, small/medium functional changes from time to time. 7. Can we confirm Hosting costs will be included outside of this scope of work? Yes 8. Have you conducted any user research as part of this project or does this need to be included in scope? Not relevent at this point. Can be included in any future SOW. 9. Is there opportunity to suggest an alternative CMS? No
