Summary of the work The NPWS is seeking a supplier to: • Complete a discovery stage. • Produce a report or paper using data from the Discovery work. • Implement dashboard with live data • Produce a Phase 2 Development Roadmap • Deliver Phase 2 Expected Contract Length Phase 1 completed by 31 March 2023. Contract will run to 31 March 2024 to cover possible Phase 2. Latest start date Tuesday 31 January 2023 Budget Range We can spend between £35,000k to £120,000 over the lifetime of this contract. The initial value of the required work however must not exceed £50,000k as this is the only budget that has been formally signed off. The remaining value of the contract is to cover Phase 2 of the work if required, but this can be in no way guaranteed. Why the Work is Being Done The objective of the Phase 1 work is to demonstrate in a Pilot the value of taking data from within the NPWS and turning it into actionable insights with speed and ease that will support and enhance the reputation of the NPWS. Problem to Be Solved The following problem statement needs to be addressed and resolved: 1. Create a data culture 2. Organisational workforce wellbeing insights 3. Fast analytics and ease of use 4. Smart dashboards – scalable, secure and ease of integration Who Are the Users The users are between six to 15 individuals with the National Police Wellbeing Service management team. They want to complete a Discovery Stage to identify what data is available within the NPWS that could be surfaced through a dashboard, a separate Strategic Assessment of Police Workforce Psychological Health & Wellbeing report or paper using data from the Discovery Stage, a dashboard implemented based on recommendation from the Discovery Stage which should include end to end data capture through to presentation, and a Development Roadmap for the next phase of work. As the management team this first Phase will inform the decision to proceed. Existing Team The appointed supplier will work with the National Police Wellbeing Service (NPWS) team. Current Phase Not started Skills & Experience • Strong evidence of creating accessible business intelligence systems • Strong evidence of designing and deploying modern analytics systems • Strong evidence of working closely with customers to accelerate value from investment in data analytics • A strong record of providing support and advice throughout the project on design, delivery and implementation. Nice to Haves • Have an understanding of and experience of working within the constraints of public sector organisations including budgets, timescales and change • Have experience of applying the principles of user-centred design to the development of digital solutions Work Location The project team is based nationally. The supplier will be permitted to work remotely but will be expected to attend sites in London and Preston if required for meetings and other activities such as user research sessions. Working Arrangments Working largely off-site at supplier's location with meetings with the whole team. We require a team who will fully integrate with our team, sharing their knowledge and insight; working in the open and demonstrating good agile product delivery practice. Security Clearance NPPV or CTC vetting is not required. When the supplier visits a site they will be issued an Escorted Pass and managed appropriately. Could you tell us any systems you wish to extract data from ? Survey monkey, reports, excel, Google analytics, Twitter analytics, Drupal, Eventbrite 2. Has any external supplier been involved in the initial scoping work? If so, who? No external suppliers have been involved in the initial scoping work 3. Can you please advise the preferred tech stack for this opportunity? We have no preference 4. Can you confirm if shortlisted suppliers will have the opportunity to present? We do not propose to have a presentation as part of the evaluation process. 5. Can you please provide an anticipated timeline for this procurement that includes dates for: 1) Shortlisting Notification for Stage 2 2) Submission Deadline for Stage 2 3) Presentation 4) Evaluation period 5) Award Notification We have no fixed date for publishing the tender pack yet but will be working to do this within the first couple of weeks in Jan. A full timetable will be published with the tender pack and the following may change between now and the published documents. We intend to allow two weeks for a response, We'd evaluate/moderate the following week response have been recieved and award the week after that. 6. Who from your team will be scoring applications for this opportunity and what positions do they hold? We don't provide names of individuals scoring submissions but they will collectively be from the NPWS team. 7. Can you please confirm if there is an existing business intelligence technology in place and will be used for the development of dashboards etc. Nothing is currently in place 8. Please clarify, what type of technology is the College prefer to deploy Analytics and what is the system it will connect to for the data? No preference. This is for the NPWS and no existing system in place 9. What information will be made available at the next stage in order to reach a fixed price proposal?Is any of that information able to be shared at this early stage? Further information will be provided within the tender pack to sifted companies. Suppliers will only be required to provide a price for Phase one. Phase two would be costed based on day rates you submit as part of your submission 10. Please can you confirm the deadline for this is 27/12, as we note this is a bank holiday? The deadlines are dictated by the system and we can't manually change them. We have contacted the helpdesk to see if this can be updated and are currently awaiting a response.
