2324-0351 Islington – Adults Early Intervention and Prevention ‘Wellbeing ’ Service

Islington Council invites innovative and dynamic providers, with a strong knowledge of the borough and local presence, to tender for the provision of the Adult Community Early Intervention and Prevention service. The Council is seeking to work with providers who are committed to faireness and share and promote the same CARE principles: • Collaborative, • Ambitious, • Resourceful, • Efficient. We want to work with providers who are committed to ensuring Islington residents receive high quality early intervention and prevention support. The Council is proposing to secure a contract with a suitably qualified and experienced provider(s) to provide early intervention and prevention for adults. The Council welcomes single, consortia or lead provider bids. Details of how contracts will be awarded is explained within the procurement documentation. The requirement The Service will provide a comprehensive proactive early intervention and prevention offer which provides information and advice; access to social interactions and community connectedness; and one-to-one enablement support. The service will support adults aged 18+ in Islington, with an emphasis on those aged 50+. The service will provide innovative solutions that align with local early intervention and prevention ambitions and maximise resources and links to connect people to the borough’s existing rich and diverse Voluntary Community Sector offer. Lot 1: As the value of the contract is above the threshold for wider advertising of the opportunity, a Contract Notice will be published on Contracts Finder and Find a Tender (FTS). This procurement is being conducted in accordance with the Public Contracts Regulations 2015 (the PCR). The procurement is subject to the ‘light-touch regime’ under Section 7 Social and Other Specific Services of Part 2 of the PCR. Under Regulation 76 the Council is free to establish a procedure, provided that the procedure is sufficient to ensure compliance with the principles of transparency and equal treatment of economic operators (service providers) and is initiated by a contract notice. The procedure the council has designed is based on the open procedure. All economic operators (service providers) who successfully express an interest will automatically have access to the tender documents. Standard pre-selection questions will be part of the tender response and will need to be passed before evaluation of price and quality aspects.
