Overview Islington Council seeks to commission a range of accommodation and support services for young people (16-25 years old) with diverse needs to progress to independent living. The structured pathway is comprised of three progressive tiers of support, promoting independent living transitioning to independent living, move-on services, floating support, and other relevant assistance. The council is carrying out a market engagement event to share our plans and get feedback from the wider market. The event will give an overview of the service including and proposed lots, information about the procurement process, and estimated timeline. This is a market test; it is not a formal invitation to tender. The purpose of this market engagement is to maximise transparency and competition for the upcoming contract notice. All details are subject to being updated or changed in the final contract notice. The intention is to establish a ‘flexible framework‘ to enable a responsive and dynamic approach to increase service capacity. It is anticipated that the initial support call-off contracts will run for an initial period of thirty-six (36) months with the option of a further thirty-six (36) months. About the Current Pathway The council currently commissions 100 units of supported housing across 14 properties within and outside of the area. Supported housing is provided to looked after children (16–17 years old), care leavers (18–25 years old) and homeless young people (18–21 years old). Service model: Assessment Referrals from young people unknown or less known to the council prior to referral. Hours: 24 hours, high support Unit numbers: 24 Service model: Assessment and Progression Young people accessing from other pathway services, who are assessed as being ready for more independent living and /or awaiting their independent housing. Hours: Mixture of visiting and 24-hour support / cover, and Core-cluster2 model Unit numbers: 47 Service model: Progression Flexible services that receive a mixture of referrals. Hours: Visiting, core-cluster2 model Unit numbers: 29 The pathway does not provide permanent accommodation or an automatic route to social housing. Current Position and Scope As the current contracts are due to come to an end in April 2025, the council is taking the opportunity to review and design how this service will be provided to ensure the provision continues to meet the future needs of Islington residents.
