Description
The purpose of this contract is to undertake to following two tasks: — design, development, deployment and population of the Copernicus land portal, — provision of consultancy services relating to operations and maintenance, content and data management, user support and further limited developments of the Copernicus land portal. The Copernicus land portal shall focus on providing a single entry point to data and services in the whole portfolio of CLMS increasing data interaction utilities. Therefore a series of new requirements need to be addressed, i.e. data discovery, visualisation, interaction and data delivery. In addition to data related functionalities, the portal shall also be an effective communication platform about CLMS and data and services it provides, which should help in targeting a wide range of users and stakeholders from both the public and private sector, to ensure broad-scale uptake of CLMS. The operational maintenance of the Copernicus land portal is one of the tasks in the Delegation Agreement between the European Union and the EEA on the implementation of the CLMS and in situ component. This framework service contract comprises two main sets of tasks, namely: 1) the design, development, deployment and population of the Copernicus land portal; and 2) the provision of consultancy services relating to operations and maintenance, content management, user support and further limited developments of the Copernicus land portal. The tasks and the main requirements are further specified in section I.3) of the tender specifications. The technical lead of the project is the future contractor’s responsibility. The EEA will allocate a contact person responsible for the project, following up on the execution of the specific contracts to be established under the framework service contract according to the budget and schedule and acting as an interface between the contractor’s technical team and the EEA IT group, in order to coordinate setting up testing and production sites, deployment and maintenance of the portal as well as access to and use of common EEA ICT tools for the needs or as an integral part of the Copernicus land portal. For each specific contract it will be required to present a detailed project management plan, following a template provided together with the request for services for that specific contract. Further, short progress status reports, following a template provided together with the request for services, will be required monthly. The specific contracts to be established under the framework service contract will specify the tasks to be carried out, the expected deliverables and the estimated schedule. It is planned to establish one specific contract for the system architecture and user interface design and minimum two specific contracts for the development, implementation, initial population, acceptance testing and training, according to section I.3.1) of the tender specifications. The EEA aims at having the new Copernicus land portal in place within 12 months from the signature date of the first specific contract. Upon the completion of the Copernicus land portal, specific contracts, each for the a period of up to maximum 18 months, will be put in place for the execution of the tasks described in section I.3.2) of the tender specifications.
