The services comprise : Consultancy Services (a) this is a non-SEA/AA/SFRA element of the consultancy services required.In phase one of the National Ports Policy Review, which involves the publication of an Issues Paper on National Ports Policy, the successful supplier will be required to review, examine and to collate by topic all submissions received by the Department to the public consultation on its National Ports Policy Issues Paper. Identifying common themes or recurring points received in submissions following this 1st round of public consultations and reporting to the Department with a summary paper and presentation in respect of above. Environmental Services (b) screening for an Strategic Environmental Assessment (SEA) of the National Ports Policy incorporating the Policy Statement on the facilitation of Offshore Renewable Energy by Commercial Ports in Ireland (NPP) which fully complies with the principles and requirements of Directive 2001/42/EC of the European Parliament and of the Council of 27 June 2001 on the assessment of the effects of certain plans and programmes on the environment (hereafter referred to as the SEA Directive) and the European Communities (Environmental Assessment of Certain Plans and Programmes) Regulations 2004 (S.I. 435 of 2004), as amended; (c) subject to the results of the SEA screening process, an appropriately scaled Strategic Environmental Assessment of the Review of National Ports Policy incorporating the Policy Statement on the facilitation of Offshore Renewable Energy by Commercial Ports in Ireland which fully complies with the principles and requirements of Directive 2001/42/EC on the assessment of the effects of certain plans and programmes on the environment (hereafter referred to as the SEA Directive) and the European Communities(Environmental Assessment of Certain Plans and Programmes) Regulations 2004 (S.I. No.435 of 2004), as amended; (d) a screening for Appropriate Assessment (AA) of the National Ports Policy incorporating the Policy Statement on the facilitation of Offshore Renewable Energy by Commercial Ports in Ireland which complies with the Habitats Directive (92/43/EEC) and the European Communities (Birds and Natural Habitats) Regulations 2011 (S.I. No. 477 of 2011); (e) subject to the results of the AA screening process, an AA of the National Ports Policy incorporating the Policy Statement on the facilitation of Offshore Renewable Energy by Commercial Ports in Ireland which complies with the Habitats Directive (92/43/EEC) and the European Communities (Birds and Natural Habitats) Regulations 2011 (S.I. No. 477 of 2011); (f) a screening for a Strategic Flood Risk Assessment of National Ports Policy incorporating the Policy Statement on the facilitation of Offshore Renewable Energy by Commercial Ports in Ireland (g) subject to the screening exercise a full Flood Risk Assessment.The screening process and potential SFRA on National Ports Policy incorporating the Policy Statement on the facilitation of Offshore Renewable Energy by Commercial Ports in Ireland should be carried out in accordance with the EU Floods Directive (2007/60/EC), S.I. No. 122/2010 (European Communities (Assessment and Management of Flood Risks) Regulations 2010, amended by inter alia S.I. No. 495 of 2015) and The Planning System and Flood Risk Assessment Guidelines for Planning Authorities (2009). Tenderers should note that there is no guarantee that the Assessment referred to at 1.2 (c),(e) or (g) will be required.
