TII is responsible for the operation, maintenance, upgrade and renewals of a number of assets on its network, which include: • Dublin Tunnel and Jack Lynch Tunnel • Operation of MOCC including the tunnel control rooms • Routine and cyclical maintenance of each asset (Tunnels and MOCC) • Asset Management of each asset, including monitoring of asset condition and planning the renewal of life-expired elements (Tunnels and MOCC) • Toll operations and maintenance at Dublin Tunnel • Additional instructed tasks as required by TII, which are either responsive to events or for upgrade, replacement or renewal of elements of the assets • Acceptance of novation of certain existing subcontracted services • Associated IT and OT security. It is anticipated that a Tender Competition will take place during 2023 with a view to a period of shadow operation. Lot 1: Since the opening of the Dublin Tunnel there have been two Operation and Maintenance Contracts. The first ran from February 2006 to February 2015, and the second Contract started in February 2015 and continues to date. The current Contract is expected to end in October 2024, although this is subject to change. TII is planning to let a replacement Contract for the asset management, including upgrades, renewals and maintenance and operation of the assets. It is anticipated that a restricted tender competition (Competitive procedure with negotiation) will take place during 2023 with a view to a period of ‘shadow operation’ where the organisation awarded the contract would work alongside the incumbent organisation, culminating in full operation of the successor Contract from a date to be confirmed in late 2024. These timescales are subject to change. The successful tenderer will be responsible for the operation, maintenance, upgrade and renewals of a number of assets on the network, which include: • Operation of the Dublin Tunnel • Operation of the Jack Lynch Tunnel • Operation of MOCC including the tunnel control rooms • Routine and cyclical maintenance of each asset (Tunnels and MOCC) • Asset Management of each asset, including monitoring of asset condition and planning the renewal of life-expired elements (Tunnels and MOCC) Duration of the contract: Duration in months: 192 (plus 6 months mobilisation) Estimated Value: The operations and maintenance may have a value between €265000000 and €340000000 The renewals and improvements may have a value between €115000000 and €150000000 The full contract value may be between €380000000 and €490000000 Values above are not adjusted for inflation and are excluding VAT.
