Scottish Government is in the process of establishing a Digital Identity Service for Scotland with the potential for use across the Scottish Public Sector. This PIN is to invite potential bidders to a Supplier Day, taking place online on 6th October 2020. On the day we will present the aims and objectives of the Beta phase as well as the design development and strategic context it sits within. Further details on the strategy, target architecture, organisations we are working with and journey to a live service will also be available As more and more public services move to digital delivery channels to reduce friction, effort, risk and costs for both service users and public service providers, there is an opportunity to provide a mechanism whereby service users can share verified attributes (data specific to their situation which has been verified as accurate by a trusted provider) with one or more public service providers in order to: - Reduce the need to continually provide and revalidate data to enable access to services - Reduce the time and cost associated with applying for such services - Reduce the potential for fraud by establishing a trust framework of verified attributes - Maximise accessibility to public services for people, in order to help reduce inequality There are currently multiple ways of proving your identity and eligibility applying for services across the public sector. This leads to duplication of effort and spend, and by default a confused landscape for both services users and public service providers. The Digital Identity Scotland Programme is seeking to design and deliver a continually-improving, Digital Identity Service that has the potential to develop, evolve and improve over time. This will allow a service user to use a secure credential, under their own control, to apply for public services and then take advantage of the attributes that are verified by those public services and re-use these attributes, if they so choose, in order to apply for other public services. The Service will be user-centred, organisationally agnostic, secure, scalable and built using flexible, component-based technology. Having undertaken a Discovery and Alpha phase, the programme is now looking to procure a partner/s, or consortium, to deliver the Beta phase of development (elements of which may include provision of an Attribute Store, Verified Identity Attributes, integration Broker, etc.) and is holding an online bidder event on 6th October 2020.
