GNI are looking for a software system that can manage non-routine operations, lock out tag out, and work permit systems for a major hazard utility. The system must be capable of working across multiple sites and have cross border capability within Ireland, northern Ireland, Scotland and the Isle of Man. The system must have built in controls to ensure permits are not granted to any worker who do not have the specific competency and induction for the type of work there are performing. The system must also have the ability to upload all required qualifications. The system will need to deliver inductions and/or eLearning requirements. The company must demonstrate previous experience of managing works in major high risk industries, experience with high pressure subsea and on shore pipelines is desirable. To provide an efficient electronic solution for: • NRO: Non-Routine Operations; • LOTO: Lock Out Tag Out; • SafePermit: Safe System of Work (SSW) General Works Permit. NROs are invasive and high risk activities performed on the gas network. The resulting scope is to define the requirements to move the current NRO Plan document from a manual to online electronic form (which in turn will lead to live phase up-dates from the field). The LOTO procedure, applied to intrusive isolations, is to prevent worker and environmental exposure to hazardous energy and loss of containment during service and maintenance of plant and equipment. The scope of works for the LOTO process improvement, is to define requirements, and analyse and identify a software solution based on the identified need. SSW general works permits are required where activities are to be performed on live GNI assets which are by their nature irregular and/or complex which present an elevated risk to the integrity of the asset, personal safety, or the environment, but which do not necessarily require execution as an NRO. The scope of this would be to transfer existing functionality provided by an existing electronic system in executing a SSW General Works Permit to a new solution. There will be a requirement to migrate existing data from the existing electronic system to any new system. The following solution principles need to be considered as part: • the vendor shall leverage existing(or near future) solutions and platforms; • the vendor shall provide the most technical and architectural optimal solution; • the vendor shall ensure robust enduring operation and support models; • all solutions must be secure and stable in line with current GNI policies.
