Description
Birmingham City Council requires a supplier for the provision of the development and delivery of the Smoking Cessation Health Promotion Programme 2026/27. The Supplier will develop, deliver and evaluate two, multi-channel health promotion campaigns in-line with the above aims and objectives. The two campaigns should be developed as distinguished campaign concepts, with different messaging and creative assets. Objectives - To increase awareness of local stop smoking services, including the types of support available - To increase the number of residents who actively seek information about quitting - To apply understanding of psychological, social, and practical barriers to quitting smoking among the target audience and use these insights to shape messaging throughout the campaign 1. Health promotion programme management The chosen supplier will manage both the summer and winter health promotion campaigns, ensuring alignment with the aims and objectives, whilst acting as the central point of coordination. Responsibilities include: • Develop a detailed programme plan for both campaigns including deliverables, and timelines. • Provide weekly or fortnightly progress updates to BCC, summarising achievements, upcoming actions, risks, and issues. • Lead all work-in-progress (WIP) meetings, circulate agendas, minutes, and track agreed actions through to completion. • Ensure smooth coordination between content creation, testing, approvals, production, and deployment stages. • Ensure all campaign activities align with BCC’s strategic health priorities, brand guidelines, and communications standards as directed by BCC. • Identify risks and mitigation strategies throughout the programme lifecycle. 2. Media buying The chosen supplier will identify and negotiate media space on a combination of channels to effectively reach the target audience at a range of touchpoints. A key objective for the supplier is to allocate funds to maximise reach and impact through each channel selected for the campaign. Paid delivery channels utilised for this campaign may include: • Paid social media and digital • Local radio stations in Birmingham • Community radio stations in Birmingham • Outdoor advertising • Other channels - The supplier will also be required to identify any other suitable channels in order to reach the target audience. The supplier will prepare and submit finalised content packages to media buyers and other delivery partners as required. The supplier will ensure formats and specifications meet the technical and quality requirements of each channel (e.g., digital, print, outdoor, radio). The contract for the services will commence on 29th June 2026 and will be in place for a period of 10 months. There will be no option for contract extension.
