Drammen kommune [Drammen municipality] wants to facilitate the implemention of a competition for 'print as a service’. Due to obligations of the existing supplier, a new contract can first commence 1.4.2022. Until this date, the existing supplier will deliver the print service with the municipality. Drammen municipality (hereafter called the contracting authority) has a traditional framework agreement for multifunction machines that includes leasing machines and service according to click price. The framework agreement expired 30.9.2019, but the contracting authority has leasing obligations on these machines for a long time in the future. The contracting authority wants to facilitate for a clean service contract where we want print delivered as a service. This involves the supplier being paid per print and the tenderer must ensure that the placed machines have the correct capacity. The machines will be removed at the end of the contract period. The contracting authority does not have the possibility of buying out the existing machines and has come to an agreement with the existing supplier that all obligations regarding the existing machines can terminate on 1.4.2022. During the transfer period, the contracting authority will purchase relevant print services from the supplier, and only short-term lease contracts will be signed, expiring at the latest on 1.4.2022 to replace the expired leasing contracts.
