Acquisition of a ‘Software as a Service’ Digital Subscription Management Solution (DSMS) and Associated Services for the General Secretariat of the Council of the European Union

The General Secretariat of the Council of the European Union (GSC) is seeking to renew its framework contract for the provision of a Software-as-a-Service for a digital subscription management solution (DSMS). The current DSMS system allows stakeholders and citizens subscribe to different distribution lists, and receive e-mail notifications, when new content is being published on the public websites of the (EU) Council or on the Rotating Presidency. The email notifications are sent either once the content is published, or in a daily or weekly digest. Subscribers can also personalise their subscription preferences based on several criteria. Next to this, the DSMS is also used for ad-hoc email campaigns to subscribed users. Lot 1: The purpose of this call for tender is the establishment of a framework contract with one supplier to set-up and operate a new Software-as-a-Service (SaaS) based DSMS, to maintain and expand the communication efforts tailored towards our stakeholders. The framework contract (contract) resulting from the present procedure will cover the performance of several assignments to set-up and operate the new DSMS for the Council.
