Vegfinans intends to extend the contract for debt collection services with Kredinor AS for 6 months, until 31 December 2021. The toll money reform has been delayed and is still ongoing. There is, therefore, a lot of uncertainty around the implementation and testing of associated systems and processes. Changes have been proposed in the Debt Collection Act since the contract with Kredinor SA was signed in 2016. The hearing deadline was June 2020. It is uncertain how and to what degree a new set of rules will affect the situation. The uncertainty around what the changes in the law will be affects Vegfinans AS' tender documentation. The announcement of a temporary contest for debt collection services has been considered, and deemed as not very appropriate. The prerequisites for a notice are unclear, and good tender documentation cannot be provided. There is a large risk that the tender documentation and tenders would have shortcomings as the prerequisites for writing good tender documentation are not present. It is also not very socio-economic and bad tender practice to announce a notice now. Further knowledge will be available in the first half of 2021. Based on this and pursuant to the Public Procurement Regulations Section 28-1 (1) letter d, Vegfinans is extending the current contract for debt collection services with Kredinor SA. An ordinary contest for a new contract for the provision of debt collection services, based on the new toll money systems, is expected to be announced in 2021.
