Voluntary Ex-ante Transparency Notice — Agreement Regarding Loan Administration and Debt Collection Services

Nordre Follo municipality intends to enter into a contract with Lindorff AS for loan administration and debt collection services for the municipality's loan portfolio for start loans, social loans and housing subsidies. This involves paying and securing loans, ensuring a depot function, sending payment notifications, reminders and annual statements, implementing changes in loan terms, customer contact and concluding loan conditions. This is a voluntary ex-ante transparency notice as we believe that there is only one provider in the market that offers loan administration and debt collection services for start loans and subsidies, to the scope and need that Nordre Follo municipality requires. The terms for a procurement without a contest are deemed to be fulfilled, c.f. the Public Procurement Regulations § 13-4 letter b). Lot 1: Nordre Follo municipality intends to enter into a contract with Lindorff AS for loan administration and debt collection services for the municipality's loan portfolio for start loans, social loans and housing subsidies. This involves paying and securing loans, ensuring a depot function, sending payment notifications, reminders and annual statements, implementing changes in loan terms, customer contact and concluding loan conditions. This is a voluntary ex-ante transparency notice as we believe that there is only one provider in the market that offers loan administration and debt collection services for start loans and subsidies, to the scope and need that Nordre Follo municipality requires. The terms for a procurement without a contest are deemed to be fulfilled, c.f. the Public Procurement Regulations § 13-4 letter b). The agreement period is 4 years from the date of signing the contract. After expiration, the agreement continues for 1 year at a time until it is terminated. The waiting period for the voluntary ex-ante transparency notice expires 10 calendar days from the date of the publication. Objections to the contract award must be reported by this date.
