Framework agreement for the purchase of catering services for the Government Representation Facility (RRA)

Description

The objective of the agreement is to cover the need for catering services for meals related to representation in RRA. A correct framework regarding events consists of many parts, of which the dishes that are served are a very important part. It is therefore important with high quality, so-called "fine dining". Under normal circumstances, there are approx. 200 events annually in RRA. The events are of different nature, size and scope, and RRA will normally need catering for just under half of the meals. The framework agreement will be valid for 4 years without options. Based on historical figures, the estimated annual value under normal circumstances is approx. NOK 1.4 million excluding VAT. The framework agreement´s upper financial limit is NOK 12 million excluding VAT. Lot 1: The objective of the agreement is to cover the need for catering services for meals related to representation in RRA. RRA is used for the government's representation in the form of various official meals, receptions and meetings. The representation facility consists of three buildings: Inkognitogaten 18 (hereinafter I18), Riddervoldsgate 2 (hereinafter R2) and Parkveien 45 (hereinafter P45) in Oslo. Parkveien 45 is considered to be a historic building in Oslo. The building has been nicknamed Villa Parafina on based on wholesaler Fredrik Sundt's import of kerosene. The building was constructed in 1877. I18 is the Prime Minister's residence, and the Ministry of Foreign Affairs operates the part of the residence that the Prime Minister uses for representation purposes R2 consists of press rooms and meeting rooms. P45 has premises that are used for the government's representation. The representation facility also has 15 accommodation rooms that can be used for official visitors. The Prime Minister or a Minister will always host an event. Main guests are usually foreign heads of state and government on state visits, official visits or foreign ministers. The Royal House is often represented. Other guests are from government agencies, the official Norway and businesses. Under normal circumstances, there are approx. 200 events annually in RRA.
