Summary of the work We are seeking a delivery partner to work with the One Login for Government programme to provide whole or partial multi-disciplined digital delivery teams to work on outcomes that support the wider programme delivery in parallel to building sustainable in-house capability to further extend and run services post contract end. Expected Contract Length 24 months with a break clause at 18 months Latest start date Monday 14 February 2022 Budget Range Up to £9m. However there is no commitment to spend this figure. The supplier will be asked to deliver outcome based statements of work, to be agreed throughout the contract. We envisage multi-disciplinary teams comprised of junior-senior roles including, but not limited to: product manager, delivery manager, service designer, interaction designer, content designer, user researcher, business analyst, technical architect, technical lead, tech writer, developer (front and back), security architect, site reliability engineer, specialist cloud infrastructure engineer, QA, performance analyst, data architect. The supplier will choose the team based on the deliverables agreed for each SOW. Why the Work is Being Done Government Digital Service will be letting a series of contracts through the DOS Framework (digital outcomes). The contracts will support the delivery of a single sign-on service which will allow citizens to access any online central government service simply, safely and securely. From our own research we know that many users don't understand the differences between these logins, and are confused about which ones they already have. Some services need to carry out digital identity checks to make sure the people wanting to access them are who they claim to be. However, people without easy access to official documents, like passports and driving licences, are too often excluded from these simple, online routes. As government services become increasingly digital and accessing in-person ones now often relies on some kind of online interaction (like booking an appointment), it's vital that access is as inclusive as possible. At the same time, departments delivering government services currently have to build or buy their own sign-on and identity services, resulting in people having to enter the same information time and again when accessing multiple services. Running multiple systems in this way also leads to added cost to the taxpayer and, because it is hard for different services to share information with each other, reduced capability for government to tackle fraudulent access to its services in a joined-up way. Who Are the Users As a citizen I need to create a single sign on account so that I can apply for and access government services without having to hold multiple credentials. Knowledge transfer will be required to enable GDS to improve internal capability to build and support services Current Phase Beta Skills & Experience • Experience of providing whole or partial teams into an existing wider programme to accelerate delivery. • Experience developing and running critical national infrastructure style services including designing to meet NFRs. • Substantial evidence of building significant client permanent DDAT capability during a contract engagement including leaving behind a sustainable capability. • Experience of working within a complex multi supplier environment and working collaboratively across organisational boundaries • Evidence of creative strategies to support the recruitment and upskilliing of client employees, to ensure a lasting legacy of increased capability is an explicit outcome delivered alongside technical products. • Ability to rapidly flex resource capacity to meet programme demands, with evidence of significant surge capability. • Evidence of working on complex technology and business problems with a focus on releasing benefits early • Evidence of ability to work under pressure and to tight timelines with comprehensive strategies to ensure work is delivered on time to agreed quality standards • Evidence of the ability to create and extend a working culture across multiple sites including remote working, that supports a 'one team' ethos regardless of geographic location. • Evidence of capacity to deliver against the full range of DDAT skills required for this contract Nice to Haves • Evidence of a strong commitment to diversity in teams with comprehensive strategies to ensure neuro diversity • What do you think is the optimum balance between permanent and contract resources on supplier teams and how do you ensure the team reflects your values as an organisation? Work Location We are seeking to build substantial hubs in Bristol and Manchester and will need c70% of teams/individuals to be based and able to access offices in those locations. Developers, SREs, and technical architects must have, or be able to achieve, SC clearance when requested. We are always looking to expand our network of SMEs. Can GDS please share a list of SMEs and VCSEs you currently work with? We are unable to provide a list. However we do welcome bids from consortiums and partners. 3. Please could you confirm the meaning of NFR’s? non functional requirement 4. Skills and Experience requirements imply that you’re looking for teams of resources to deliver against a strategy and technical architecture that has already been decided rather than looking for a supplier to bring their own technology/strategy/approach to deliver your desired outcomes. Is this interpretation correct? yes 7. How did you assess the IR35 status? We anticipate there will be a mixture of SOWs inside and outside of IR35. IR35 will be determined when each statement of work is released to the winning supplier. Two rate cards will be required at shortlist stage. 8. Are you awarding multiple teams for this or one contract? One contract. The supplier is expected to supply multiple teams. 9. Please clarify the payment approach? The payment approach will be determined for each SOW depending on the outcome and deliverables agreed. 10. Is the SSO concept one for central department services only, or also for local government/NHDS/Police etc We are working with a number of large government departments and smaller departments that are without a Sign on Service. Our pilot partner was announced last week, Disclosure and Barring Service - a part of the Home Office. 11. I assume the supplier will be working closely with the other 4 procured work streams? The supplier will be expected to working collaboratively with other suppliers and internal teams 12. How do you see the latest COVID variant affecting the creation of hubs in Bristol and Manchester We cannot say how COVID will affect our programme but we do not expect this to affect delivery. We have been successfully working remotely for the past 18 months. We anticipate individuals will be expected to come into the office 1 or 2 days per week. What we do need is individuals that are within travelling distance of Bristol and Manchester. We will not be paying travel expenses. 13. We’re looking to support a consortium bid with user research, engaging with civil servants etc, and user interaction. What would you key criteria be for us apart from what you’ve said around working well with your teams and supporting with capability development as we go? It was advised suppliers referred back to the commission. Suppliers would be expected to manage a live service, evolve product spaces and hit the ground running. Teams who are working in a fast paced environment to bring the programme into a continual delivery footing. 14. You were referring to CNI, could you give an example? Critical National Infrastructure or equivalent. It doesn't necessarily have to be a Government service. For example, Visa, it does not and cannot go down. 15. How much of the end-product have you defined - e.g. have you specified biometric ID verification via third party apps - or is this something we develop during the programme? We would be assigning you specific dedicated packages of work. It will be a specific mission to build a particular product by first defining the backlog of work required and then delivering iteratively.
