Summary of the work Design and develop a UK Ship Register branded website, with a content management system for UKSR staff to manage content, hosted and support by supplier. Adhering to latest brand guidelines by DIT and GDS Service Manual, the supplier will work closely with the UKSR Team and MCA Communications Team. Expected Contract Length 2 years to support hosting and supporting. Latest start date Friday 6 January 2023 Budget Range UK Ship Register suggest the following: a) scoping, build and development of the website - £48,000.00 b) support and maintenance of the service £14,400 (fixed over a 2 year period). Why the Work is Being Done The UKSR website consistently receives close to 12,000 visits and facilitates over 1,000 contact journeys per month, demonstrating that the website is an integral part of the UK Flag offer. The current CMS system is at end of life in 2023 and it is vital the UKSR maintains an online presence. In addition, the current UKSR website was built in 2018 and does not account for new technology, functionality, evolving customer journeys and business development plans. It is vital that the UKSR website continues to act as a shop window and provide sales information for potential customers. The current structure and navigation for this is outdated. In addition, new features are required to reflect emerging technology. The hosting, support and SEO report will need to be managed by the partner but working with the MCA IT infrastructure Team and Technicians on these issues. The hosting will not be on the MCA tenant, but they will require to provide a service wrapper for MCA IT to contact the supplier. Problem to Be Solved We are seeking an experienced delivery partner who can provide us with an exceptionally designed website that engages with both international and domestic markets, promoting the benefits of the UK Flag. The website will include articles, almanacs inclusive of data content and compelling evidence on the UK Flag offer. The UKSR team requires a robust future-proof open-source CMS solution that will enable team members to update content quickly and easily on the website so that it's relevant and up to date for our users. Training maybe required from the partner on how to use the CMS. Training will need to be included for marketing users in the MCA as well as the UKSR team. This would need to be included in the cost. Users will need to be trained on the solution. Hosting, support and Search Engine optimisation will also be delivered by the supplier. Training maybe required to support with escalations for example if the site breaks. Who Are the Users The purpose of the website is to focus on international ship owners and operations, whilst acknowledging the services of other UK Government departments External Customers: International Ship Owners and/or Operators with the purpose of looking or making comparisons to join the UK Flag. These customers will find an information about the UK Flag offer to enable them to operate internationally and what the commercial levers to bring their vessels on to the UK Flag. They will be looking for registration requirements, eligibility requirements, news articles, statistics, flag fee information/indicator, survey requirements and commercial information about the UK Flag offer. Domestic Ship Owners and/or Operators with the purpose of looking for guidance and support to the registration process. These customers need to find out information about the registration process and link directly to the digital UK Ship Register. The website will be an instructional function for our current and new customers accessing online functionalities. The website is now a crucial part of the awareness, ‘buy’ and ‘use’ phases of the customer journey and therefore needs designing and optimising appropriately. We require a clear, simple content publishing process so that information published is timely and appropriate for the relevant audience Early Market Engagement None. Analytics show that the website consistently receives close to 12,000 visits and facilitates over 1,000 contact journeys per month, demonstrating that the website is an integral part of the UK Flag offer. What is the current CMS? Umbraco 2. Do MCA have a preference for any particular open source CMS or are there any that you would not consider? Willing to consider all options and recommendations. For information other MCA websites use Drupal. 3. Could you confirm the Ship Registration process on ukshipregister.service.mcga.gov.uk is beyond the scope of this requirement? This is beyond the scope of the requirements. 4. MCA mentions that the site should adhere to brand guidelines by DIT and GDS Service Manual. This is published by the UK Government, so does this mean the site will need to adhere to the UK Government Design System? https://design-system.service.gov.uk/If not, could you provide a link to any brand guidelines that need to adhered to. Yes the GDS service manual as indicated for technical build. 5. Are any other integrations with external or internal system's in scope for the project? As examples, this could involve ingesting data automatically, single sign-on integration, or publishing content to 3rd parties via an API. API to MS Dynamics, SSO integration preferred as best practice 6. Regarding SEO, are you expecting SEO specialist analysis and advice (and potentially ongoing) or are you just expecting the site build to adhere to SEO best practice? Not ongoing. Initial report and advice to inform content, page names, headers etc and for the site build to adhere to SEO best practice. 7. The dynamic fee calculator for Cargo vessels is currently offline. Is this in scope and if so what is its complexity? The dynamic fee calculator is in scope and can be designed / discussed as part of development workshops. There is an element of complexity but MCA are open to ideas on how it can be simplified for our clients. The formula will be provided to the chosen supplier, there are 8 input fields. 8. Evolving customer journey's are mentioned as not being supported by the current site. Could you give an example? The navigation does not best compliment the online journey we would like users to take. We would like to review navigation and the users website journey with the chosen supplier to create the best experience for the user. 9. New features arr required to reflect emerging technology is specified. Could you outline your expectations on new features? Upgraded calculators, forms and reporting abilities, accelerated speeds, responsiveness, API to dynamics, SSO integrationWe expect the supplier to recommend any emerging technologies or features that will enhance the user experience and help fulfil the objectives of the website. 10. Is it expected that there will be automated content migration from the current site. If so, what is the current site technology and platform? For some pages yes. We need to review and agree navigation with the chosen supplier. We expect the navigation to need to change and not directly replicate what is already in place. 11. Currently site translation is delivered via simple Google Translate integration. Is this the approach you expect for the new site build, or would you require a full multi-lingual approach - i.e. content loaded in multiple languages? Google Translate 12. This is usually name, organisation and contact details. MCA will work with the supplier to determine how this information reaches the correct destination and whether there is a requirement to store it on the website itself. 18. Do you have any special security considerations? No. 19. Do you have any specific requirements about the search engine? Site wide search and news tagging and filtering required. 20. The design and the UX are part of the scope, please confirm? Yes. 21. Besides training, do you need specification documents, technical documentation, user guides? User guides for editors should be provided as part of the training. 22. Are you open for initial workshops and clarifying the exact scope and details of the functionalities? Yes. 23.
