On behalf of the Department of the Environment, Community and Local Government, Pobal will manage the 1st stage of the tender process for the development of tender lists for the 31 Local Authority areas (in 31 separate lots) to tender with competent firms for the appointment of Programme Implementers in each Local Authority area to deliver The Social Inclusion and Community Activation Programme (SICAP). The Social Inclusion and Community Activation Programme will be the successor programme to LCDP. The full SICAP specification and framework is currently undergoing development by the Department of the Environment, Community and Local Government in consultation with Pobal and requires formal approval of the Department of Public Expenditure and Reform. Please note that the development of the SICAP is a separate process to this call for this competition. An initial set of programme guidelines and operating materials will be ready for Stage 2 of this process. The SICAP is a local social inclusion programme focussed on the most marginalised in Irish society. It aims to reduce poverty, promote social inclusion and equality through local, regional and national engagement and collaboration. It consists of three goals and will operate across the Republic of Ireland. This is a Non-Priority Service under Annex IIB of Directive 2004/18/EC involving Categories 27 (Other Services). Other Service Categories may also be relevant namely 24 (education and vocational education services) and 25 (health and social services). The contracts will be awarded in 31 lots.
