Consultancy services for numerical simulation and calculation assistance

Description

The Norwegian Defence Estates Agency has continual needs for evaluations of different constructional problems. We would therefore like to have continual assistance with numerical simulations, as well as with the development of calculation methods and software tools through a framework agreement. The tenderer must be able to deliver on sudden arising problems, and it must be possible to use the tenderer as a sparring partner directly in projects. Lot 1: Requirements for the delivery. Advice and support is needed in the Norwegian Defence Estates Agency's projects. This involves work on advanced strength calculations in different constructions that are exposed to extreme loads from threats. The strength calculations are made with the non-linear element method with large deformations and dynamic loads. In addition there is a need for the development and implementation of a separate tool for different calculations. The Norwegian Defence Estates Agency currently uses the Impetus Afea and LS-Dyna element method software, so advice and support is wanted in work where these are used. In general, tenderers must have; - experience with problems related to threats, such as effects of explosions by constructions, - experience with the use of advanced non-linear element method for strength analysis with large deformations and dynamic load situations, and - experience with handling security graded and confidential information. Here tenderers must offer personnel who; - have very good knowledge of modelling and simulation with advanced non-linear element method for strength analysis with large deformations and dynamic load situation, - have education from a higher level (M.Sc., Ph.D., or equivalent) within calculations with the element method for strength analysis, - have very good knowledge of the Impetus Afea and/or LS-Dyna software, - have good programming knowledge, including, amongst other things, Python, - are able to pass security clearance at level Secret / Nato Secret, and - have experience with post-work, including oral and written presentation of results. Tenderers must refer to experience from two reference projects that demonstrate competence for the requirements mentioned above. Tenderers must reckon on working from the contracting authority's premises, and working on the contracting authority's systems. There will be work with classified assignments. The framework agreement period will be 2 (two) years. The contracting authority can extend the contract for up to 1 (one) + 1 (one) year, to maximum 4 (four) years from the actual start-up date.
