** Without prejudice to competition in the marketplace, the purpose of this process will be to examine and consider the various technical and commercial options which might present themselves through a competitive tender process to be advertised in the near future. This exercise is being carried out in accordance with Art. 40 of Directive 2014/24/EU. The Contracting Authority is seeking to identify potential partners with expertise in Generative AI within a Microsoft enterprise environment. Public-sector experience across the EU is welcome but not essential. This PMC builds on our work through the GenAI Lab in partnership with ADAPT and our proof-of-concept projects. Key focus areas include, but are not limited to: Working with large volumes of unstructured data. Querying of organisation documents. Utilisation of retrieval augmented generation to improve administrative processes. Creation of chatbots to assist in a number of organisational functions. Reducing hallucinations and improving accuracy through guardrails and retrieval-augmented generation (RAG). Experience with Microsoft enterprise integration (Azure, Microsoft 365, Teams, Dynamics) Building standalone/custom models in public-sector environments, specifically as it pertains to administrative tasks and functions. Supporting upskilling of Council staff to use these applications. Manage and sustain these AI applications. . Please note that this is not a call for competition and no tender documents are available at this stage. Also the process will not be utilised in order to preclude participation in any future competition to be conducted by Dublin City Council.
