In 2002 Lillehammer Municipality founded Lillehammer Municipal Housing Foundation (LKB): The foundation currently owns 275 residential units. The housing stock that is owned by LKB makes up a considerable amount of the residences that the municipality has to cover the housing need for groups that the municipality is obliged to provide housing for. In 2012 an attempt was made to dissolve the foundation and transfer the property stock to the municipality, however the Foundation Inspection Authority responded negatively to this in 2013. The total property stock has therefore been rented since 01.01.2016 to Lillehammer Municipality, which sublets the residences to inhabitants that have a right to municipal housing. The town advocate has assessed that LKB comes under the rules for public procurements, and has assessed that the municipality's procurement from LKB is to be seen as legal self-direction. The conclusion menas that a contract between the municipality and LKB does not have to be outsourced. Lillehammer Municipality intends to enter into a rental contract with the LKB foundation, which, on its side will construct the building and rent it back to the municipality. Lot 1: Lillehammer Municipality needs a strengthened residential offer that is suitable for persons with particular behavioural problems. TO Facilitated services assesses the housing need to consist of 6 units, plus a base for personnel. Four of the flats must be particularly adapted for users with behavioural problems, and the two other must have ordinary adaptations, which will be used as transition flats for persons with behavioural challenges who, with strengthened professional work, can move to a transition flat before they move into ordinary shared housing. The municipality will staff and run the service itself. Lillehammer Municipality intends to enter into a long term rental contract for a strengthened housing offer with LKB. The annual capital cost for LKB is calculated to be NOK 1,843,052, with a 30 year contract the value based on the capital cost is estimated to be NOK 55,291,560.
