Description
Transport Infrastructure Ireland (TII) is Ireland’s national agency responsible for planning, developing and managing major transport infrastructure, including the National Road Network and Luas light rail. TII delivers and maintains key transport projects with government departments and local authorities to support economic growth and regional connectivity. TII applies an integrated, whole-life asset management approach aligned with the ISO 55000 series to support the sustainable, safe and cost-effective stewardship of Ireland’s National Road Network and active travel infrastructure. In response to climate risks, asset deterioration and funding pressures, TII has developed an Asset Management Policy, Strategy and Framework and Asset Management Plans grounded in risk-based, data-driven principles to optimise performance, minimise whole-life costs and enhance network resilience. www.tii.ie/assetmanagement. TII operates mature Pavement, Structures and Tunnels asset management systems and intends to further align systems, processes and reporting with ISO 55001. New Pavement and Structures asset management systems will be procured. Existing tunnel asset management functionality will remain within TII's current platform. The proposed RAMS environment shall support integration of tunnel inventory, condition and performance information for strategic asset management, lifecycle planning and investment decision-making purposes. TII intends to procure an Asset Management Technical Services Contract, including the provision of one or more Asset Management Software Systems, to support strategic, tactical and operational management of the National Road Network. General requirements (all Lots): The systems shall support ISO 55001 alignment, including (non-exhaustively): (i) Strategic alignment and performance linkage: • Traceability between asset data, asset management objectives and organsational strategic objectives; • Ability to link network performance outcomes to corporate objectives and national transport policy; • KPI configuration aligned to TII asset management objectives; • Network performance dashboards; carbon and climate-adaptation performance indicators. (ii) Data quality, integration and interoperability: • Data quality management; • Standards-based interoperability: • API access and flexible data exchange to enable operational and business systems including: GIS platforms, financial systems, traffic data systems, programme and works management systems, vehicle telematics, carbon accounting tools and document management systems to access and use asset information as applicable; • Alignment with external spatial datasets using open formats and persistent identifiers. (iii) Governance, accountability and access control: • Role-based access controls for users and organisations; • Support for delegated authority and governance oversight; • Clear audit trails and decision logging; • Audit-ready reporting; • Controlled data and document linkage; • Version control and change tracking. (iv) Continuous improvement and maturity development: • Support for continuous improvement, including incorporation of new datasets (e.g., AI outputs and vehicle telematics); • New modelling processes, and integration with additional systems. (v) Core asset register: • The systems shall support a centralised, GIS-enabled asset register covering (non-exhaustively): pavements (flexible, rigid, composite), structures (bridges, culverts, retaining walls), active travel infrastructure (ATI), geotechnical assets, drainage systems, road furniture and safety assets, ITS and electrical assets, and ancillary national road assets; • Assets shall be referenceable both spatially (GIS) and using TII’s Linear Referencing System (LRS). (vi) Configurability and Scalability: Solutions must be scalable and configurable to accommodate future expansion and evolving requirements. Technical requirements (all Lots): The systems shall: • Be delivered as cloud-hosted SaaS solutions; • Comply with EU data protection legislation (including GDPR); • Provide secure role-based access controls; • Achieve high availability (target ≥99.5 per cent uptime); • Support multi-user, multi-organisations access (including local authorities and maintenance contractors); • Include disaster recovery and business continuity; • Support data migration from legacy systems; • Ensure data ownership remains with TII; • Host data within the EU/EEA; • Provide robust version control and audit trails; • Comply with open data standards where applicable. Supplier services (all Lots): The supplier shall provide: • System configuration and deployment; • Data migration and validation; • User training (administrative and operational); • Ongoing support/helpdesk services; • Updates as part of a continuous improvement roadmap. The supplier shall also provide specialist asset management and engineering advisory services to support the development, optimisation, and implementation of asset management processes, standards, workflows, and operating procedures within the solution. This requirement extends beyond software provision and includes the application of engineering and asset management expertise to drive business process improvement and operational best practice. At contract stage, tenderers will be required to demonstrate how their architecture and functionality support ISO 55001 alignment and audit readiness.
