Description

The proposed Poynton Relief Road (PRR) is a 3 km long, 2-way single carriageway road. The northern end of the route connects into the A555 Junction at Chester Road constructed as part of the A6MARR scheme. At the southern end of the scheme, the route passes to the west of Adlington Business Park before connecting into a new roundabout junction, to the west of the Adlington Travel Lodge with links to the existing A523 London Road.The scheme includes a cycleway and footway facilities, 2 new accommodation overbridges and balancing ponds for drainage. Landscaping and environmental mitigation works are proposed for Great Crested Newts(GCN), Bats and other environmental flora and fauna. The scheme also includes upgrade of 2 off-site junctions at Adlington Cross Roads and Bonis Hall Lane, both of which are situated along the A523 London Road to the south of the proposed PRR. The Council wished to appoint a suitable contractor to design and construct the works utilising the NEC3 Engineering and construction contract Option A — priced contract with activity schedule. The procurement process adopted by the Council was based upon the restricted tendering procedure as detailed in the Public Contracts Regulations 2015. The restricted tendering procedure is based upon 2 stages: 1) Construction pre-qualification questionnaire (CPQ) – suppliers are required to register, submit an expression of interest and download CPQ documentation via the Chest at http://www.the-chest.org.uk Responses to the CPQ will be evaluated taking into account the selection criteria set out in the CPQ. 5 suppliers will be short-listed to the invitation to tender stage. 2) Invitation to tender (ITT) – the 5 short-listed suppliers will be invited to submit a tender based on ITT documentation. Responses to the ITT will be evaluated to determine the most economically advantages tender, taking into account the award criteria set out in the ITT.
