The Council of the London Borough of Ealing is acting as the Central Purchasing Body (as defined in the Public Contracts Regulations 2015) on behalf of the London Boroughs’ Legal Alliance (the “LBLA”), comprised of the London Boroughs of Barnet, Bexley, Brent, Bromley, Camden, Croydon, Ealing, Enfield, Hackney, Hammersmith & Fulham, Haringey, Harrow, Havering, Hillingdon, Hounslow, Islington, Lambeth, Newham, Redbridge, Southwark, Tower Hamlets, Waltham Forest, the Royal Borough of Greenwich, the Royal Borough of Kensington & Chelsea, the City of London Corporation, Westminster City Council, the London Fire and Planning Authority and Slough Borough Council (together the “Members”) for the purposes of undertaking a procurement exercise and concluding a number of separate framework agreements with each of the successful Bidders. The Members wish to procure a panel of expert and experienced legal advisers as preferred suppliers of specialist advocacy and related legal services and are also interested in receiving applications from admitted solicitors and Registered European Lawyers (Part V of The European Communities (Lawyer's Practice) Regulations 2000) to the extent that they continue to have effect in accordance with regulations 6 and 10 of The Services of Lawyers and Lawyer's Practice (Revocation etc.) (EU Exit) Regulations 2020). The framework agreement will also be available to other local authorities within Greater London and South-East England (Berkshire, Buckinghamshire, East Sussex, Hampshire, the Isle of Wight, Kent, Oxfordshire, Surrey and West Sussex), whether or not they are also a member of the LBLA. It is also possible that, during the term of the Framework, one or more Member(s) may transfer their legal services to an Alternative Business Structure (ABS) and it is intended that the Framework should be available to any ABS, or any other such company that is local authority owned and therefore eligible to access the Framework Agreement.
