London Borough of Ealing is seeking experienced Children’s Short Breaks providers who can achieve good outcomes for Children living in Ealing. Ealing Council currently spends approximately £1,640,000 per annum on Children’s Short Breaks. <br/>The Council is procuring a new DPV for a period of Five (5) years, to commence in May 2024, with the option to extend, in any increment, for up to 4 years. The total value is approximately £14,760,000, if all extensions used. <br/>Short Breaks and respite are part of the continuum of services that support children, young people and their families aged 0-18 years. Short Breaks enable children and young people with disabilities to develop their independence, prepare for adulthood, learn life skills, form meaningful relationships, and socialise with their peers, whilst providing a safe and secure environment for the overnight or daytime stay. Parents and carers can rest, unwind and spend some quality time with other members of the family, whilst having respite from their caring responsibilities. <br/>The Council has a statutory responsibility to provide a range of quality Short Break Services, which can meet the needs of local families, as part of the Local Offer. Services will be delivered from a range of Providers in the community across the borough of Ealing. Short Breaks also play a vital role in the Council’s Early Help and Safeguarding strategies, helping to support parent and carer capacity. <br/>Children, young people and their families can access universally available activities in the community, although activities may not always be accessible to all of our families with bespoke, complex or profound needs. Commissioned short breaks are available to young people supported by the Children with Disabilities (CwD) service. <br/>Commissioned Short Breaks are available to Children and young people supported by the Children with Disabilities (CwD) Service. The number of young people receiving support is currently circa 480 Children and young people. The CwD Service has grown by circa 20% annually, resulting in increased demand for short break provisions. As of November 2023, the waiting list currently stands at 108 Service Users awaiting Services (62 holiday provision, 34 weekend provision, 3 overnight provision & 9 afterschool provision). <br/>The Council has a preference for Services to be delivered within the boundaries of Ealing where possible, or within the boundary of North-West London, encompassing neighbouring London boroughs such as Brent, Hammersmith and Fulham, Harrow, Hillingdon, and Kensington and Chelsea. The proximity of these Services allows for easier accessibility for families, and a more immediate response to the needs of the local community. However, while our preference leans towards local Providers, we remain open to considering exceptional Services outside of this boundary that demonstrate the capacity to meet our standards and effectively serve the needs of our families. <br/>The Council is seeking Applications to join the DPV from Tenderers who have the required skills and experience in delivering Children’s Short Breaks Children’s Short Breaks Services.
