Description
This Notice signals DBT’s intention to go to market to replace the current contract for the Global Supply Chains Intelligence Programme (GSCIP) Interactive, High-Performance Network Visualisation Tool which expires in September 2025 and is for Market Engagement purposes only. At the heart of this programme is a graph style database which is developed by adding both commercial and government data sets which we provide or procure, to probabilistically infer relationships between products, entities, and geolocations for global supply chain mapping. This PIN is to engage with companies that can supply an Interactive, High-Performance Geospatial Network Visualisation Tool data analysis and visualisation tool(s) that can be used to analyse and display our knowledge graph data and relationships to improve our supply chain mapping capabilities. Lot 1: GSCIP is a project led by DBT and currently supported by approximately six other departments which has combined HMG, private sector and open-source data to build detailed global supply chain maps at commodity and company level using a knowledge graph, and graph data analysis and visualisation tools. We are exploring options and developing requirements for a potential partner to help us deliver either a single, or multiple Tools that will enable GSCIP Analysts to carry out specific to Data Analysis and Visualisations. We require a web-based tool(s) that can enhance the interpretability and visualisation of global supply chain data, and fulfil the essential criteria for all of the following capabilities: 1. Interactive high-performance network visualisation 2. Integration with relevant analyst notebooks 3. Code-free manipulation and interactivity of previously created visualisation products 4. Geospatial visualisation of networks The current infrastructure comprises a secure digital environment for storing, linking, and analysing HMG, commercial and open-source data. The environment features graph database capabilities, specialist data visualisation software, and analysis tools, such as Spark SQL, Python and R, for supply chain mapping. The programme resides within the core DBT infrastructure. We would like to hear from companies that already have graph database analysis and visualisation software which can be deployed to our infrastructure and be used to interrogate our knowledge graph by analysts without coding skills. The visualisation part of the software needs to be able to visualize 2M+ edges without disabling features and must be able to do interactive real-time analytics on 100M+ edges. We would like it to have connectors for various graph databases, non-graph databases, and tabular+graph files, be compatible with modern data format support (Apache Arrow etc.), and work with dominant tools such as Jupyter notebooks and StreamLit/Dash/Databricks dashboards. We require the ability to perform advanced geospatial visualisation analytics on multi-tier supply chain data and allow for analysts to flexibly produce visualisations of the following type: choropleth maps, points on maps, points connected by edges on maps. Following a review of the responses to this Notice, DBT may arrange a formal engagement with all respondents to discuss the findings. We anticipate that this may take place in early May and we will confirm in due course. It is anticipated that the tender will take place this summer with the contract being awarded at the beginning of July 2025 with the contract commencement in October 2025. Should we proceed to market we will use the Crown Commercial Service Spark DPS to carry out the tender. Only suppliers who are registered on the Spark DPS will be able to participate, therefore if you are interested in this potential opportunity, we recommend registration on the DPS as soon as possible.
