Transport systems consultancy services

Description

The Ministry of Transport and Communications hereby invites tenderers to a tender contest for a 4-year Framework Agreement regarding support for the administration of the sea transport contracts for the section Bergen-Kirkenes (the coastal route). The consultancy service shall apply for the current and future contract period. The Contracting Authority is focusing on entering into a contract with a tenderer that is capable of providing high quality of the current services for financial, technical and legal problems related to the coastal route contracts. The requirements for consultancy may occur rapidly and the Contracting Authority therefore requests a tenderer with the flexibility to undertake assignments on short notice. The Ministry has requirements for consultancy service related to public procurements, State subsidies problems, quality assurance for accounting information and other financial support, quality assurance for report instructions, marine engineering competence and measures for ensuring the implementation of the coastal route contracts. The mentioned requirements for additional consultancy areas are not exhaustive. New areas may be added during the contract period. The assigned consultants must be capable of looking at the coastal route service in its entirety. This means that the involved consultants, including any sub-providers must cover the various professional elements included in the assignment.
