Voluntary ex-ante transparency notice - contract for a top system and control plant.

Description

Tinn Municipality would like to expand the top system that was delivered by Normatic to include building automation and technical installations. Normatic AS delivered the control plant and top system for our water and sewage installations, as well as the current delivery for the control and monitoring of Solspeil [Sun Mirror] at Rjukan. Lot 1: The terms in the public procurement regulations § 13-4 b) 2 are considered to be fulfilled. The existing top system and automation and control plant are to be expanded in order to cover the municipality's other buildings. The operations control system, which includes autonomous local automation systems, graphical user interface, and communication systems, was developed in close cooperation between us as the developer and supplier. A change of an already established and complex top system and automation and control plant would involve challenges connected to compatibility, operational interruptions, and would have serious negative consequences for the continual and reliable operation of our developed systems. It is not appropriate to change suppliers in the middle of such a process, both due to costs and the risk of compatibility challenges and operational disturbances.
