Summary of work Support and maintenance of the existing system to sustain an efficient and reliable service that is free at point of use, and encourages the UK's population and business to improve their protective security knowledge, stance and preparedness. There is also an opportunity to provide innovative digital solutions and recommendations to help support our strategic objectives and overcome any challenges in response to growing demand, website accessibility regulations, emerging technologies and changing user needs. The agency would operate as an extension of our content and delivery team and work with key stakeholders including the Home Office to help keep the country safe and secure. The work is undertaken within the National Counter Terrorism Security Office (NaCTSO) Why the work is being done ProtectUK is operated by the National Counter Terrorism Security Office (NaCTSO), a police hosted government unit that supports the ‘Protect and Prepare’ strands of the government’s counter terrorism strategy. The system is at the forefront of our country’s information sharing capabilities and is designed for effective information sharing across diverse audiences to enhance the collective safety and resilience of the UK's population and businesses to better protect the UK from terrorist attacks. The Platform is part of a system that currently includes an App which is managed separately. The people who will use the product or service User type: UK's population and all sectors of business and industry Definition: Users of the system will be the UK's population and all sectors of business and industry from large corporations to Small and Medium Size Enterprises (SMEs), including micro businesses, to individuals, and the wider CTP network. Each have specific needs and must be able to access the information that is relevant to them effortlessly. Digital interactions include taking part in online training courses, downloading documents and assets, managing personal online accounts, viewing and sharing content and submitting feedback. Any pre-market engagement done Early Market Engagement Findings: The existing technology provides a foundation to build out and innovate new ideas for ProtectUK with a view to improving the user journey and experience of the platform. A review of the procurement framework and recent experience of similar tenders, indicates that there is a wider market of supplier availability for this tender. Supplier diversity could increase the creative digital potential for ProtectUK. Work done so far The current contract has covered the design, build and run for the first generation and beyond of ProtectUK. The platform has been developed beyond the initial live version. A detailed technical spec will be available as part of the main tender document. Which phase the project is in Live Existing team There are currently three small sub-teams which are part of the ProtectUK unit within NaCTSO. One which builds and manages site content through the CMS, another supporting the technical capabilities and maintenance of the platform functionality liaising between the supplier and the customer (CTPHQ) and a Marketing and Analytics Insights team who will liaise with the supplier to develop user experience design in response to data driven research and analysis. platform metrics and analytics. The teams will work closely with suppliers and connect with them on an almost daily basis with regular team meetings and reviews in place to monitor site performance, resolve issues and develop new products. Address where the work will be done London - Counter Terrorism Operations Centre (CTOC) - supplier can be based anywhere but must be able to travel to London during agreed periods, and commit to in person meetings on a regular, agreed basis. Working arrangements Suppliers will be expected to work remotely or on their premises. Working arrangements will follow a hybrid approach. On-site delivery partner resources will conform to prevailing CTP rules and procedures. Expenses will conform to CTP internal policies and will not be payable within the M25 Security and vetting requirements Counter Terrorist Check (CTC) More information about the Security requirements: Staff involved with the delivery of the Contract shall be vetted / willing to be vetted to a level commensurate with the highest Classification of CTP-related assets (e.g. information, software) to which they could have access. For this contract CTC clearance will be the highest level of vetting required.
