NOTE: This notice was updated on 29 February 2024 for the following reason: 29/02/24: Please note the deadline for receiving bids has been extended to 25 March at 12 noon.(The Shared Endeavour Fund (SEF) has had a full independent evaluation for each completed call of delivery, valuably allowing MOPAC to assess the fund's impact against its strategic objectives and desired outputs. Underpinned by the Shared Endeavour Fund Theory of Change, the evaluation will likely employ a mixed methods approach to assess project's effectiveness in contributing to the priority themes of the fund alongside developing a set of case studies and other monitoring data to illustrate the impact of the fund. The appointment of an Independent Evaluator is crucial to the delivery of the Shared Endeavour Fund due to the emphasis MOPAC has placed on monitoring and evaluation. Successful applicants of the SEF must meet the monitoring and evaluation requirements of the fund, necessitating close partnership with the Independent Evaluator to collect data and evidence from project beneficiaries. Any monitoring and evaluation framework will need to be tailored to each project and based on individual project objectives alongside creating a framework to evaluate the overall impact of the SEF project portfolio. The evaluation tool will need to be grounded in academic literature and good practice. Following project completion, the Independent Evaluator will produce a report of key findings from the evaluation and recommendations for future iterations of the SEF which will be published by MOPAC. This contract is for an Independent Evaluation provider for the Shared Endeavour Fund. Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
