Lubricating oils and lubricating agents
Published
Description
Notification of Award of the following: Thames Water (TWUL) are seeking a partner to deliver a programme of improvements to their existing lubrication practices and provide an ongoing service to: supply the required lubricants; provide expert support; and monitor the implemented improvements. The overarching objective of this programme can be defined as: To reduce impact to the customer by implementing a best practice lubrication management process which improves asset reliability and drives down cost of failure (downtime / knock on costs / new equipment) and energy consumption. The key aims of the programme are as follows: 1. Gather a complete understanding of as-is lubrication practices and site by site lubrication requirements; 2. Rationalise and standardise the lubricants purchased to create an approved and fit for purpose basket for use across the TWUL estate; 3. Define a set of standards to ensure that all in scope assets are adequately lubricated to minimise the chance of lubrication related failure and reduce energy costs; 4. Improve on-site lubricant facilities to ensure the new standards can be adhered to as well as remove old oils which are no longer of use; 5. Ensure operations staff are fully trained to apply the new standards and understand the need for adequate lubrication; 6. Define and implement a structured change programme to ensure that the new processes are successfully implemented throughout the TWUL estate; 7. Secure ongoing expert support for lubrication and continual monitoring of lubrication practices which can be called upon when required. The scope of the programme will include approximately 350 of TWUL's waste process sites and approximately 2 000 pumping stations. The expectation will be for the successful bidder to deliver this programme of transformation across these sites to a defined plan. This scope may be extended to include sites from TWUL's clean water estate — this will be accounted for in this framework. In summary, the key activities required for delivery of the programme are: 1. Site/asset surveys; 2. Provision and installation of new lubricant management and application equipment; 3. Definition of standards and rationalisation of lubricants; 4. Training of personnel; 5. Supply of lubricants; 6. Disposal of old oils and removal of waste oil; 7. Ongoing consultation. The procurement exercise will be covered by a single lot which will incorporate the entire scope as stated above. Thames Water reserve the right to award the entire scope of this framework to a single provider as a single source of supply. This notice is a request for expressions of interest to participate in the bid process to establish the framework agreement. It is envisaged that the Framework Agreements will be awarded for the duration of 5 years with extension options up to a maximum of 7 years.
