District heating

SUS2023 intends to enter into an agreement with Lyse Neo for the delivery of district heating and district cooling to the new hospital at Ullandhaug in Stavanger. There is currently no established infrastructure for delivery of these services in the area. It is a prerequisite that the infrastructure for the heating and cooling to a given point on the site, as well as a power plant and a local backup heating plant in the area, are established by the tenderer. The tenderer must operate and manage the named infrastructure and power plant, and obtain a license for delivery of district heating and district cooling in the area. NB: the procurement concerns the delivery of power. The real value of the contract is entered due to the requirement for a designated value in the attached form, ref. point II.1.7. The given value is only a possible contribution to the investment of the facility - not the power-price. The delivery includes the delivery of district heating and district cooling to the power plant at Ullandhaug. The use of district heating for warming up buildings in the construction period is required, with start-up approx. May 2020. The power supply shall be based on energy sources with a minimal use of primary energy and low CO2 emissions. The delivery of district heating from Lyse Neo will be based on waste incineration and other fossil free fuels, district cooling is covered by war. The requirement for ‘up-time’ in accordance with the operation of the hospital demands a local backup central based on another energy carrier than district heating (requirement of two redundant system). Fossil fuels shall not be used. The annual power delivery is anticipated to have the following scope: — Heating: Effect/energy need 3.150 kW/4.200 MWh in 2020, rising to 13.170 kW/10.350 MWh i 2040. — Cooling: Effect/energy need 4,725 kW/4.725 MWh in 2022, climbing to 9,000 kW/9.000 MWh i 2040. The duration of the agreement will be 20-30 years. Newly prepared infrastructure for district heating and district cooling will be facilitated for other parties well below the new hospital’s need. SUS2023 consider this to be part of their social responsibility to contribute to good infrastructure for district heating and district cooling at Ullandhaug.
