Description
Ealing Council wishes to procure and provide: A responsive repairs and maintenance contract for Housing Stock for East and West Wards of the borough and corporate buildings operated by Ealing Facilities Management (up to 2 contracts). Copley Close (East Ward of the borough) Responsive repairs and voids contract (1 contract). Minor voids contract borough wide (1 contract). Contract delivery will be to all our occupied properties, void properties, communal blocks and estate areas, sheltered housing, community centres, Copley Close housing stock and corporate buildings as further described below. The contract has been awarded to MCP Property Services Ltd. The contract is to provide a service provision for responsive repairs and maintenance including emergency ad-hoc major repairs in our occupied properties, communal blocks and estate areas, sheltered housing, community centres owned and managed by Ealing Council and the informal arrangements operated by Ealing Facilities Management. There will be some planned maintenance works, such as guttering and out of hour’s emergency work. It is to provide a 365 days’ a year, 24 hours a day front line service for and on behalf of Ealing Council. Note: out of hour’s emergency works means only repairs that are necessary to remove immediate danger, avoid flooding, major damage to property; or to make the property secure. The borough will be split into 2 areas/wards with roughly equal numbers of blocks. The East area comprises W3, W4, W5, W7, W13 and NW10 postcodes. The West area comprises UB1, UB2, UB5, UB6, HA0 and HA4 and a small number of BN25 postcodes. The anticipated contract value expenditure for each area/ward ranges from 7 500 000 GBP to 10 000 000 GBP. The anticipated annual expenditure for each area/ward ranges from 1 500 000 GBP to 2 000 000 GBP. Ealing Council will enter into a contract based upon the JCT Measured Term Contract (MTC) 2016 as amended. The contract period is 5 years, unless extended by the employer with the agreement of MCP Property Services Ltd. The employer may propose one or more extensions to the contract period up to a maximum of 2 further years by serving written notice to that effect on MCP Property Services Ltd. The contract period is extended if MCP Property Services Ltd agrees to the extension. Guarantee cannot be given by Ealing Council with regard to the volume, trade requirement, value, duration, category nor continuity of the works. The contract has been awarded to T Gilmartins Ltd. To provide a service provision for responsive repairs and maintenance including emergency ad-hoc major repairs in our occupied properties at Copley Close, communal blocks and estate areas, community centres owned and managed by Ealing Council. There will be some planned maintenance works, such as guttering and out of hour’s emergency work. It is to provide a 365 days’ a year, 24 hours a day front line service for and on behalf of Ealing Council. Note: out of hour’s emergency works means only repairs that are necessary to remove immediate danger, avoid flooding, major damage to property; or to make the property secure. Affected property list may change as some stock is within Copley Close are identified for regeneration and development, this is likely to mean that there will be some change in the overall number of blocks and also lead on supply and demand of works during the life of the contract. Also to be included is any work in tenanted properties that is deemed necessary; disrepair complaints and identified works, mutual exchange works and decants properties. Ealing Council would like to draw to the attention that during the contract period, there is a possibility that delivery of the services may be required to its wholly owned subsidiary companies or future companies in which the Council has an interest via Ealing Council. In the event of this occurring the contract terms may require variation, for example, but not limited to, the insurance provisions. The anticipated contract value expenditure ranges from 2 000 000 GBP to 3 000 000 GBP. An anticipated annual expenditure ranges from 400 000 GBP to 600 000 GBP. Ealing Council will enter into a contract based upon the JCT Measured Term Contract (MTC) 2016 as amended. The contract period is 5 years, unless extended by the Employer with the agreement of T Gilmartins Ltd. The employer may propose one or more extensions to the contract period up to a maximum of 2 further years by serving written notice to that effect on T Gilmartins Ltd. The contract period is extended if the T Gilmartins Ltd agrees to the extension. Guarantee cannot be given by Ealing Council with regard to the volume, trade requirement, value, duration, category nor continuity of the works. The contract has been awarded to T Gilmartins Ltd. To provide a works provision ranging from 600 to 800 void properties each year covering refurbishment works which include internal and external repairs and minor refurbishment ranging from 10 000 GBP to up to the value of 15 000 GBP per property. Void reinstatement works will be to a Lettable Standards as defined by Ealing Council and will include for example, but not limited to, the following property types: general needs, sheltered accommodation, temporary accommodation, hostel properties, out of the borough acquisitions, Copley Close properties with enhanced Copley Void Standard and regeneration properties to include basic or enhanced decommissions. Also to be included is any work in tenanted properties that is deemed necessary; disrepair complaints and identified works, mutual exchange works and decants properties.
