Please note this is a Market Consultation Document ONLY, this is not a procurement, and the HSE is not seeking tenders at this stage. The HSE wishes to engage in a technical dialogue (termed ‘Market Consultation’) with interested companies. A national ICT system solution is required to allow the HSE administer and manage its statutory obligations under the existing Nursing Homes Support Scheme Act 2009 (NHSS) & the proposed Home Support Scheme Act. The Government and Department of Health are also set to introduce a Statutory Home Support Scheme (SHSS), similar to Nursing Home Support Scheme (NHSS also known as Fair Deal) . The HSE seeks information from interested parties who provide software application / platform solution(s) to support the ICT requirements of Home Support Services Case, Business Process & Resource Mgmt incl. Administration & Mgmt of the NHSS & the impending SHSS. Lot 1: A key deliverable of the Sláintecare programme is the shift of care out of acute hospitals into the community and one of the key actions committed to under both Sláintecare and the eHealth Ireland strategies is to invest in ICT systems to support this shift. The HSE is reforming health and social care services. The Home Support Reform Programme is ambitious and multi-annual and includes significant interdependencies that requires a high level of collaboration within the HSE nationally and across the health system. It is envisaged that the home support services that will be provided through the new statutory home support scheme will be accessible to all adults (aged 18+). The Government & Department of Health are set to introduce a Statutory Home Support Scheme (SHSS), similar to Nursing Home Support Scheme (NHSS also known as Fair Deal) in that clients may apply for financial support for Home Support services, with a financial needs assessment being undertaken, following a care needs assessment. A decision on entitlement to service would then be made by the HSE, which would provide funding approval for that client’s home support service. A national ICT system is also required to allow the HSE administer and manage its statutory obligations under the existing Nursing Homes Support Scheme Act 2009 (NHSS) & the proposed Home Support Scheme Act. It is intended that access to home support services will include all clients over 18 years of age, and extend to those who are users of all HSE Mental Health, Disability and Older Persons’ Services. There is a need for a single scalable, flexible information system capable of facilitating both the NHSS & SHSS Schemes. The HSE seeks information from interested parties who provide software applications / platforms which have been specifically developed, or could easily be adapted, to support the ICT requirements of Home Support Services Case, Business Process & Resource Mgmt incl.
