Summary of the work SME's in Cloud and Infrastructure Architecture and Commissioning providing:- - Options Discovery - Target Infrastructure Architecture - Infrastructure Procurement Assurance - High Level Service Design - Public Cloud Partner - Infrastructure Solution Delivery Ultimate requirement is to create single integrated technical architecture across private and public cloud platforms for GM Expected Contract Length 24 Months Latest start date Monday 8 April 2019 Budget Range The budget available for delivery of phases up to the Service Delivery Phase is £70K, Service Delivery and Managed Service phases will be dependent on separate Statement of Works and using the rate card Why the Work is Being Done The GM Digital Care Together Programme is key to moving the GM Health and Social Care Digital agenda to this next stage of evolution. The aim of the LHCRE programme is to enable and create information sharing that helps our health and care services continually improve the treatments we use, ensures that care is tailored to the needs of each individual, and can empower people to look after themselves better and make informed choices about their own health and care. The high-level ambition for the GM Architecture is building block encapsulated capability and not necessarily a single technical solution. Problem to Be Solved The programme team is looking to partner with an organisation with SME's in Cloud and Infrastructure Architecture and Commissioning providing:- - Discovery of Options - Target Infrastructure Architecture Solution Design - Infrastructure Procurement Assurance for Components - High Level Service Design - Public Cloud Partner - Infrastructure Solution Delivery and 12 Months Managed Service This will be required across the various LHCRE\Smart Resident components: - - EMPI - RLS - Data Repositories - Semantic Harmonisation - Patient Held Records - Analytics Platform The ultimate requirement is to create single integrated technical architecture across private and public cloud platforms for GM Who Are the Users This requirement is for a partner to assist with the infrastructure architecture and therefore the users will be the delivery teams within Greater Manchester Health and Social Care, Salford Royal Foundation Trust and Greater Manchester Combined Authority. The Services that the target architecture will host will eventually be consumed potentially by all citizens across Greater Manchester with employees from all local public sector organisations Existing Team The successful organisation will work alongside the GM LHCRE NHS Delivery team and the GMCA Digital Team. Whilst the LHCRE NHS Delivery team are part of SRFT the clients for delivery of the programme are Greater Manchester Health and Social Care Partnership and GMCA. The supplier will work with organisations identified within GM who have the potential capability to host services on their platforms. There will also be the requirement to work with hosting companies and public cloud providers. The supplier will also be required to work with the successful suppliers for each of the architecture components listed above. Current Phase Not applicable Skills & Experience • Detailed understanding of Health and Social Care environment and challenges • Proven and demonstrable knowledge of the Greater Manchester Public Sector • Proven and demonstrable knowledge of the cloud marketplace including AWS and Azure • Proven and demonstrable knowledge of private cloud platforms including VMware and Microsoft Hyper-V • Accreditations with Microsoft, VMware, Cisco and other vendors • Proven and demonstrable experience of migrating NHS and Local Authorities to Public Cloud services • Knowledge and experience of cloud services that meet NHS security requirements (Cyber Essentials and CARECERT) • Proven and demonstrable knowledge of IT security standards and associated design considerations • Experience of Information Governance related issues and delivery • Extensive knowledge of architectural concepts and methodologies and design standards / patterns • TOGAF certified Enterprise Architects • Strong documentation, presentation and communication skills • Proven and demonstrable knowledge of ISO accreditations for quality, security and business continuity Nice to Haves • Relevant cyber security qualifications • Understanding of Architectural approaches such as Service Oriented Architecture and approaches espoused in the Government Digital Service Manual. • HL7, HL7v3 or HL7 FHIR message exposure • Exposure to a wide range of Off The Shelf medical IS applications across healthcare areas. • Demonstrable experience of the components of the LHCRE reference architecture • IHE exposure Work Location The majority of the work will happen in Manchester City Centre at several offices across the City. There will also be a requirement to travel to some of the localities within the Greater Manchester Region Working Arrangments The suppliers team should expect to work remotely and on site as and when required for workshops, progress meetings and presentations, this will be limited to a maximum of twice per week. We do not expect to incur additional travel expenses in addition to the proposal. No. of Suppliers to Evaluate 3 Proposal Criteria • Describe how you will meet the requirements • Approach and methodology to meeting the requirements outlined including project management and architecture • Give examples of KPIs and SLAs that you would be prepared to commit to for this contract • Provide an exit plan for the transition to an alternative supplier at the end of the contract and enable the transition • Provide evidence of skills/experience/accreditations of the team who'll be undertaking the work and how they'll work together • Provide two referenceable client-focused case studies where your company have provided similar services for healthcare organisations • Ability to mobilise the team quickly and approach to service continuity • Ability to scale up and down resources, whilst ensuring quality and consistency showing capacity of the organisation • Identification of the risks and dependencies associated with this requirement and potential mitigation • Evidence of architecting and delivering services which cross organisational boundaries, integrating systems on different networks and the complexities of Information Governance Cultural Fit Criteria • Proven experience in last 3-years of an open/collaborative working relationship at all levels with excellent communication and co-ordination skills when conducting daily stand-ups, team meetings, presentation and demonstrations • Forward looking organisation with continual development to keep up with changing ICT landscape • Has a no-blame culture and encourages people to learn from their mistakes, working as "one team" • Suppliers must demonstrate an ability and willingness to work collaboratively within a multi-vendor delivery environment • Able to communicate effectively with users, technical architects and solve issues with complex integrations • Demonstrate understanding of the Public Sector landscape in Greater Manchester and its Social Values Payment Approach Capped time and materials Evaluation Weighting Technical competence 65% Cultural fit 15% Price 20% Questions from Suppliers 1. Is there an incumbent currently providing support? The focus on this procurement is to provide the team with Cloud and Infrastructure Architecture professional services with the potential for some service delivery and ongoing support for the new services required to deliver the project however this will be dependant on the delivered target architecture. Therefore because this will be new services there is currently no incumbent, there will however be a requirement to work with appointed software vendors 2. I am aware that a number of companies have been working with you delivering this for you in this space. Just a little confused how it fits in with those existing relationships and pieces of work. Is this something new ? or is it working alongside those existing pieces of work ? The focus on this procurement is to provide the team with Cloud and Infrastructure Architecture professional services with the potential for some service delivery and ongoing support for the new services required to deliver the project however this will be dependant on the delivered target architecture. Therefore because this will be new services there is currently no incumbent, there will however be a requirement to work with appointed software vendors 3. What services does the Trust require for the stated budget of £70,000 We are looking for professional services to deliver - Discovery of Options- Target Infrastructure Architecture Solution Design- Infrastructure Procurement Assurance for Components - High Level Service Design This will be required across the various LHCRE\Smart Resident components: -- EMPI- RLS - Data Repositories- Semantic Harmonisation- Patient Held Records- Analytics PlatformThe stages beyond the High Level Design stage will be outside the scope of the stated budget as will public and private cloud costs. These costs will be bench marked against the market to ensure value for money 4. Does the Trust require physical data centre equipment or consultancy, advisory and discovery services? The requirement is for professional services, advisory and discovery services only, no equipment will be required through this exercise 5.
