Description

The National Transport Authority (NTA) gives notice to market participants and other interested parties of its intention to conduct a competition to procure a Client Support Services Partner of appropriate capability and capacity to assist the NTA with the management and delivery of the Core Bus Corridors Infrastructure Works in Dublin which forms part of the NTA’s wider BusConnects programme. Interested parties should note that NTA intends to utilise the New Engineering Contract (NEC) form of contract for this engagement. Lot 1: The NTA intends to appoint a Client Partner who shall provide the necessary skilled resources and advisory services to support the procurement, and delivery of BusConnects Core Bus Corridors Infrastructure Works in Dublin. The Core Bus Corridors Infrastructure Works (CBCIW) will provide approximately 230km of bus priority and approximately 200km of cycle routes. The CBCIW will be split into 12 schemes across Dublin and the Greater Dublin Area and delivered in a phased approach. The Client Partner shall support and provide technical expertise in collaboration with the existing NTA BusConnects Core Bus Corridors Infrastructure Works Delivery team across the following functions including but not limited to: • Design and Engineering Assurance • NEC 4 Project Manager and Supervisor • Delivery Planning and Integration • Construction Assurance • Construction Supervision • Procurement Support • Project Controls • Project Management • Performance and Reporting • Scheduling and Resourcing • Risk Management • Cost Control and Management • Change Control and Management • Stakeholder Engagement and Communication • Land and property acquisition and management • Consents and Third-Party Agreements • Information Management and Systems • Implementation of BIM and other digital construction approaches • Health, Safety, Environment and Quality • Sustainability, Efficiency, and Innovation • Governance and Project Assurance • Learning and Knowledge Management • Business Support The Client Partner shall assist in the finalisation and coordination of procurement documentation for the construction of the CBCIW schemes. The Client Partner shall assist the NTA in the establishment and implementation of project control measures during the procurement stage and will support the delivery of the CBCIW, supervising the performance of the construction contractors when appointed. It is currently envisioned that the Client Partner will be procured using a two-stage negotiated procedure which is expected to commence in Q4 2023. The NTA intends to contract the Client Partner using the NEC 4 Professional Services Contract. Please note, the estimated value outlined in section 1.5 is the current maximum estimated value of this contract. The contracting authority current estimate is in the range of €200,000,000 to €250,000,000.
