Summary of work PLease see attached document 'Summary of Work' Where the supplied staff will work Wales Who the organisation using the products or services is Driver and Vehicle Licensing Agency. (DVLA) Why the work is being done DVLA is building new cloud-first services to transform and replace existing on-premises solutions. This includes all of DVLA’s Driver casework solutions. Following successful delivery of initial phase of two Dynamics drivers casework systems. We require a supplier to continue the delivery and legacy migration of DVLAs on premise Casework solution with a view to fully migrate off Drivers Legacy Casework system. The work will also involve building a new Medical Portal. Part of the delivery will include the creation and Implementation of an upskilling programme for internal DVLA resources The business problem DVLA requires a supplier to provide a flexible delivery of highly skilled software development resources to continue the design, development, and support of new caseworks solutions, integrated with our development teams and able to solve complex problems, via a call off agreement to: • Advise on best practice implementation • Configure and implement Dynamics 365 Customer Service and Power Platform in line with the minimum organisational requirements • Build integration APIs and new customer facing UIs on the DVLAs cloud platform using the DVLAs approved technology stacks • Integrate with existing legacy systems • Support DVLA’s digital strategy of creating online services to improve overall customer service. Capability provided under Statement of Works (SOWs) will need to work closely with and take direction from DVLA product teams. The people who will use the product or service User type: The users are all internal to DVLA, and are a mixture of internally and externally facing personnel Definition: • Internal – e.g., transactional processing, data sharing, reporting and MI. • External – e.g., public-facing applications and enquiries, communications with third parties (such as medical professionals), ministerial queries. Many areas of DVLA business operations require casework capability, including (but not limited to) Drivers Medical Group, Complaints and Drivers Customer Support, Vehicles Customer Support. Each area has their own casework requirements. Some of the areas are part of current transformation activities including business transformation, and some require new casework functionality. NOTE: Vehicle Casework is specifically out of scope of this delivery. Any pre-market engagement done There has been no early market engagement. Work done so far The current supplier has built both a Drivers Medical and Drivers casework system that is currently being used in Production. Use is limited currently until the service is expanded to incorporate more functionality that allows further cases to be handled in Dynamics and not in DVLAs legacy casework platform. The next phase is to complete the implementation and to provide further transformation of processes and automation of casework using the new UI and decision tree logic (specifically for Drivers Medical) Which phase the project is in Not applicable Existing team Using Agile methodology, existing blended Product teams in DVLA includes Technical Product Managers, Agile Delivery Managers, Delivery Managers, Business Analysts, Software Engineers, Infrastructure Engineers and Testers, Cloud Engineers, Platform Engineers, and Solution Architects. Product teams are blended squads who work closely with business Service Designers, Subject Matter Experts and UX/UI. Typical DVLA squad consists of Software Engineers, Architect, an Agile Delivery Manager, Product Owner, SDET, Test Engineers and Technical Product Manager. There is an incumbent Supplier. Address where the work will be done The work will take place in DVLA offices in Swansea (DVLA, Morriston, Swansea and DVLA, RLDC, Swansea), and the supplier resource will work both remotely (within the UK) and with an expected requirement to attend site a minimum of 60% but this could vary during the lifetime of the contract. This will be agreed with the DVLA Delivery Manager within Statement of Work iterations. Main Office Address: Longview Road, Morriston, Swansea, SA6 7JL Working arrangements Full Time, 5 days a week Time and Materials. Suppliers shall provide transparency to the Buyer on the rates paid to resources and any third parties in the supply-chain on request. There are considerations that where there is clear outcome-based work under a SoW, then a fixed price will be considered to ensure value for money. Where applicable, expenses shall be submitted in line with the Buyers Standard T and S policy and agreed in advance. Statements of Work will be issued to define the deliverables. The supplier’s team will need to work effectively with existing and future teams (both civil servants and other suppliers). Security and vetting requirements Baseline Personnel Security Standard (BPSS) Security and vetting requirements Security Check (SC) More information about the Security requirements: For Discovery/Alpha, team members will need BPSS clearance at a minimum. Any team members accessing live data/production environments and Lead Engineers will need to hold SC clearance. Evidence of clearance must exist before access to accounts/systems can be provided. Latest start date 15 July 2024 Expected contract length Contract length: 2 years 0 months 0 days Special terms and conditions special term or condition: Suppliers must be able to provide resources within a 2-week notice period with the necessary skills to minimise impact on delivery. This requirement constitutes a supply of resource: the off-payroll rules will apply to any workers engaged through a qualifying intermediary, such as their own limited company. The supplier may also be required to provide post implementation support of the components developed. This would include problem investigation-and-development changes in-hours(between 9am and 6pm Monday to Friday), out-of-hours. SC-level clearance would be required for any direct Production activity. DVLA is responsible for the overall business requirements and solution architecture but supplier may be required to contribute by adding their expertise. Budget Indicative maximum: £5000000 Indicative minimum: The contract value is not specified by the buyer Further information: Estimated contract value of up to £5m total contract value The total value of all Statements of Work commissioned under the proposed call-off agreement will not exceed £5 million.
