Summary of work DVLA requires a supplier to provide highly skilled engineering resource to aide the design, development, testing and support of the departments Legislative & Compliance, Service Improvement and Employee Experience change programmes, as well as support the continued need to deliver operational change to maintain and improve our technology. This involves being integrated within product-led engineering squads to support the delivery of operational and business change using a broad range of technology frameworks and programming languages hosted on both legacy and cloud platforms. The Legislative & Compliance programme seeks to ensure that the DVLA continue to meet legislative demands often set out by central government to ensure road safety and compliance and to ensure we respond to the emerging demands of the motoring industry. This includes changes to licensing rules and regulations, capturing and reporting of additional data to support government initiatives and other changes that work towards achieving strategic motoring related objectives. The Service Improvement programme seeks to ensure that customer needs are continually met through creation of new digital services and improvements to existing digital services. This often involves introduction of more efficient methods for customers to transact with DVLA, reducing paperwork and improving customer experience. The Employee Experience programme seeks to ensure that internal staff within DVLA are provided with the optimal tools and technology that allows the agency to provide the best possible customer service for both internal and external stakeholders. This includes ensuring our infrastructure is continually improved and all channels such as email, telephony, internet etc. are all fit for purpose in line with emerging technology, trends and strategy. Operational work aims to maintain our technology and deliver improvements that ensures optimal security, resilience and alignment with our technical strategy. This involves in the main software upgrades, patching and general maintenance. Where the supplied staff will work Wales Why the work is being done DVLA is currently responding swiftly to changes in motoring legislation and is changing and improving a wide range of systems to support the motor industry and the general public. This requires skills in modern technologies like containers, serverless, Node JS, Ruby, Java etc. and legacy technologies including CAGen, Weblogic, Scala, Natural and Adabas. DVLA is seeking a supplier to continue to provide expertise and specialism to boost capacity and enhance capability in order to meet the outcomes of this requirement, as follows: - Support the delivery of Legislative commitments; this includes changes to licensing rules and regulations, capturing and reporting of additional data to support government initiatives and other changes that work towards achieving strategic motoring related objectives - Support the delivery of the VED for Electric Vehicles project, which will introduce new licensing rules for Electric Vehicles - Support the delivery of improvements to existing digital services to meet customer needs in line with DVLAs change pipeline - Support wider government initiatives by ensuring delivery of changes in-line with other government programme objectives - Continue to deliver enhancements to internal tools and technology in line with DVLAs objective to continually improve our technical capability and ensure the DVLA is a great place to work - Support the delivery of operational change to ensure technology is continually maintained DVLA requires a supplier who can help us to uplift our internal capability with a range of technology based skills, such as software engineering, software testing, platform engineering, infrastructure engineering, software development engineering in test, agile delivery management, test management, technical product management, business analyst and architecture. DVLA will take the lead responsibility for delivery of programmes. The supplier will work as part of DVLA blended teams (work will be agreed via individual Statements of Work). We are therefore looking for a supplier who will be able to provide these capabilities in one contract. This service provision needs to be able to provide technically skilled, experienced resource to deliver the technical solutions to meet DVLAs ambitious IT legislative and service improvement agenda. The business problem DVLA requires a supplier to continue a flexible delivery of highly skilled Engineering developers/support services to aide in the design, development, and support of transformation solutions, working closely with our development teams and able to solve complex problems, please see below some examples of the service required within the call off agreement: • Further develop existing services whilst introducing new internal and external facing services. • Support DVLAs digital strategy by continuing to create online services and digital channels to improve overall customer service. • Continue to deliver on DVLA’s legislative commitments. • The supplier may also be required to support post implementation of the components developed under these programmes of work. • The supplier shall have the ability to deliver a mix of engineering services in line with outcome-based deliverables, as set out in the individual Statements of Work. • The supplier shall have the ability to interact and give guidance on best practice and react to technical challenges. DVLA is responsible for the overall business requirements and solution programme. The people who will use the product or service User type: DVLA Business projects / programmes, Information Assurance Group, Cyber Security, existing business areas (e.g. Human Resources, Finance, Estates), General Public, Other government departments Definition: Mixture of internal and external facing systems: Internal – transactional processing, data sharing, reporting and MI. External – Public facing applications and enquiries. Any pre-market engagement done None Work done so far The programmes have delivered major outcomes successfully and have a range of future legislative and service enhancement commitments planned. These will continue to change how our customers, our people and our stakeholders will interact with our services whilst support the Government’s legislative objectives for transport. Here are a few examples of work that has been delivered within the last 12 months: - Delivery of legislative change to accurately capture and report data to support central government vehicle type approval initiatives - Re-instatement of Heavy Goods Vehicles Levy charges as part of supporting wider government objectives - Delivery of 3 projects to capture and report on additional emission data to support central government initiatives - Completion of a discovery to assess and scope out the delivery of a new government initiative to start charging Electric Vehicles Vehicle Excise Duty (road tax) from April 2025 - Introduction of Robot Process Automation to existing paper transactions to improve processing times - Delivery of multiple small changes to make improvements across numerous services to improve customer experience This contract is to cover multiple projects spread across 3 programmes and therefore will cover multiple phases throughout the duration of the contract (see more information above of some examples of work that’s been completed) The current changes are at various stages of delivery in line with the agreed 2022-23 business plan. Live projects span pre-discovery, discovery, alpha, private beta and public beta. New demand is assessed on a fortnightly basis. There are many live operational services. Which phase the project is in Not applicable Existing team DVLA has a large number of digital development squads working on a range of different projects and business as usual activities using Agile methodology. The existing Product teams in DVLA includes Technical Product Managers, Agile Delivery Managers, Delivery Managers, Business Analysts, Software Engineers, Infrastructure Engineers, Testers, Cloud Engineers, Platform Engineers, Solution Architects. The product teams are blended squads working closely with business Service Designers and UX/UI. A typical DVLA squad consists of: - Agile Delivery Manager - Lead Engineer - Software Engineer(s) - Software Tester Engineer - Software Development Engineer in Test - Platform Engineer(s) - Infrastructure Engineer Other roles within our Product Teams that work alongside our engineering squads include: - Technical Product Manager(s) - Architect(s) - Business Analyst(s) - Test Manager(s) Day Rates to Include T&S and Ex VAT Address where the work will be done The work will take place in DVLA offices in Swansea (DVLA, Morriston, Swansea & DVLA, RLDC, Swansea), and the supplier resource will work both remotely (within the UK) and with requirement to attend site a minimum of 3 days a week, but this may change during the lifetime of the contract. This will be agreed with the DVLA Delivery Manager within Statement of Work iterations. Main Office Address: Longview Road, Morriston, Swansea, SA6 7JL Working arrangements Full Time, 5 days a week The charging mechanism in place for the Call-Off Contract and any agreed Statements of Work will be Time & Materials. Fixed Price may be considered and applied following assessment to the Statement of Work it pertains to. Suppliers shall provide transparency to the Buyer on the rates paid to resources & any third parties in the supply-chain on request. Statements of Work will be issued to define the deliverables. The supplier’s team will need to work effectively with existing and future teams (both civil servants & other suppliers). It’s important to provide continuity of resources on any given SoW, for knowledge transfer/efficiency. The supplier will have regular pipeline/performance reviews with Head of Project and Portfolio Delivery/Head of Portfolio Management Office to discuss progress against delivering intended outcomes for each project and suggest/deliver interventions to ensure outcomes are delivered in time, at lowest cost, realising value for the customer. Security and vetting requirements Baseline Personnel Security Standard (BPSS) Security and vetting requirements Security Check (SC) More information about the Security requirements: For Discovery/Alpha, team members will need BPSS clearance at a minimum. Any team members accessing live data need to hold SC clearance. Evidence of clearance must exist before access to accounts/systems can be provided. Latest start date 22 April 2024 Expected contract length Contract length: 2 years 0 months 0 days Special terms and conditions special term or condition: The SoW (contributions of the supplier to the delivery of the shared outcomes, within the blended team) will be agreed for each phase of pipeline delivery in conversation between the Lead Technical Product Manager and Portfolio Delivery/Head of Portfolio Management Office, commissioner (usually Delivery Manager) and the supplier.
