Description

Fjellinjen intends to extend the contract with Senor D.O.O. for customer service and invoicing assignments for the period 1.8.2019 to 31.12.2020. Fjellinjen intends to extend the contract with Senor D.O.O.for customer service and invoicing assignments for the period 1.8.2019 to 31.12.2020. This is justified as follows: A reform of the entire toll money sector in Norway is currently being carried out, including the establishment of a supplier of the main system to replace the Norwegian Public Roads Administration´s central system. Furthermore, after the adoption of the issuer regulations, the regional toll money companies are to split their toll money activities. The result of these processes will only be apparent in the first half of 2019, so Fjellinjen is not currently in a position to determine the parameters required by customer centre service providers. Fjellinjen Utsteder's [Fjellinjen Issuer's] future needs cannot be described and therefore cannot form the basis for a fair competition. This is a result of circumstances related to political process that are beyond the control of Fjellinjen. It was not possible to take these circumstances into consideration during the implementation of the contest for ‘Customer Service and Invoicing Assignments’ in 2015, that led to the current contract. Announcing a temporary competition for Customer Service and invoicing assignments is regarded as socio-economically unjustifiable and bad procurement practice. There is uncertainty regarding the type of assignments, volume and service deliveries that will be subject to competitive tendering when Fjellinjen Utsteder separates from Fjellinjen AS. This depends on the implementation rate of the new Issuer Regulation that has an 18 month transition period from 1.1.2019. Any temporary competition would mean that a new service provider would have to carry out a somewhat extensive investment for both competence and staff. Already six months after this service provider's commissioning, Fjellinjen must being the announcement of a new contest. The reality is that only the current supplier would be able to submit a tender offer for the period from September 2019 until a new contract based on the new prerequisites is in place in 2020. On this basis and pursuant to the public procurement regulations § 28-1 letter d, Fjellinjen is extending the current contract with Senor D.O.O. A competition for a new customer service contract with new descriptions and requirements will be announced in the first half of 2020. Deadline: 14.3.2019
