On 03 October 2024 DfE published a consultation on the Design Plan for the Rollout of Smart Electricity Meters, based on LCP’s HLD Plan, which sets out DfE’s proposed policy decisions on a number of areas including: the roles and responsibilities of stakeholders; consumer protection and engagement; functional and technical requirements of the metering solution; and the rollout strategy. As the consultation identifies UR’s roles, responsibilities and potential workstreams that will need to be carried out as part of the smart meter programme, UR is beginning planning and preparation in order to be able to deliver these workstreams. UR now seeks to procure external Programme Management Office (PMO) services to support the UR and DfE in the management and governance of the smart meter programme. The Supplier will be responsible for delivering a detailed Programme Plan and establishing a resourced PMO to support UR in its governance role, via the Oversight Group.
