Description

The upgrade to the Agency for Planning and Building Services´ (PBE) existing professional system “DocuLive” to “Public360” will be carried out and based on the public procurement regulations (PPR) §13-4 letter (d). The work will mainly be carried out as an additional service to the existing maintenance contract for the current professional system for building applications and planning applications. The work will mainly be carried out as an additional service to the existing maintenance contract for the current professional system for building applications and planning applications. The upgraded programme will continue with the same licences and almost the same contractual obligations as stated in the existing contracts. The existing building application module in “DocuLive” will be upgraded to the building application module in “Public360” in accordance with the requirement specifications eByggesak 2.1 from the Norwegian Association of Local and Regional Authorities. The upgrade will be carried out by the existing supplier, Tieto. The upgrade is a result of new technology, as the existing modules are technically outdated and are no longer supported by the supplier, which makes it necessary to upgrade. The total annual running costs of the upgraded system will be almost unchanged compared to the current system. PBE has made a thorough assessment of the market situation and has decided that Tieto is the only supplier in the market that fulfils the requirement specifications for eByggesak 2.1.
