Description

Aberdeenshire Council has secured funding from the UK Shared Prosperity Fund (UKSPF) to provide support to the development of community owned assets through the Communities and Place Improving Places Programme. This project has been identified as a need within the UKSPF Aberdeenshire Investment Plan, in response to a recognition that in order to secure external funding from Public, Charitable and Private sectors including the UKSPF, community-led capital and revenue projects require a detailed feasibility study which may cover several specialist elements. Applications to the challenge fund element of the UK Shared Prosperity Fund and previous funding programmes have provided further evidence that this project is needed, to support the leaders of these projects to explore and evidence the feasibility of their proposed projects and enterprises. Many projects are not at the point where all aspects of feasibility have been resolved, and so lack the underpinning detail that is required by an external funder, a crucial requirement for each project’s realisation and sustainability. This Framework is designed to support and help community-led capital and revenue projects to establish credible business plans, successfully apply for project funding and develop financially sustainable operations in the longer term, both preventing the loss of crucial facilities and developing new resources for rural communities in Aberdeenshire. Lot 1: FOOD AND CATERING – e.g. Community Cafes and Kitchens This Lot incudes (but is not limited to) advice surrounding: Commercial feasibility and technical reviews Equipment and facilities Food and drink menus Food hygiene Legislation compliance Options appraisals Financial forecasting Lot 2: TRANSPORT – Active Transport Routes and Projects LOT 2 - TRANSPORT – Active Transport Routes and Projects This Lot incudes (but is not limited to) advice surrounding: Cycle route planning or improvements Pedestrian route planning or improvements Travel initiatives Maintenance schedules Land access Land ownership Lot 3: LEISURE, CULTURE & TOURISM - Museums, Visitor Centres, Performance Venues his Lot incudes (but is not limited to) advice surrounding: Commercial and efficiency reviews Increasing public use of services Sport and Library service studies Technical reviews Trusts and joint ventures Financial forecasting Lot 4: PROPERTY & ENVIRONMENT - Community Owned Buildings, Infrastructure & Land This Lot includes advice surrounding: Environmental and Sustainability Assessments and appraisals Alternative energy Archaeology studies Biodiversity Carbon foot-printing and reduction Carbon reduction and climate change adaptation Climate change adaptation and mitigation Environmental audits Environmental initiatives Energy efficiency and targets Green technologies Heat networks Landscape management Sustainability Water management Waste auditing Delivery models Facilities Management Business case development Risk assessments and controls Safe working procedures Benchmarking Revenue optimisation and funding Risk and internal control Service improvement and performance Sustainable community strategies Alternative waste treatment Carbon assessments Commercial waste Options appraisals Permits and accreditations Communication Customer insight information Public dialogue, engagement and consultation Branding Communication and marketing materials Outline architectural plans/options appraisals (not full architectural drawings) QS Services Financial Forecasting
