NHS North East London (hereafter referred to as "The Authority") invites interested, suitably qualified and experienced providers to attend a Market Engagement Event prior to the publication of tender opportunity for the provision of community diagnostic services in Newham. Market Engagement event details: Date: Thursday 15 October 2026 Time: 13.00 - 15.30 Location: Microsoft Teams Market Engagement: To assist the Commissioners with testing their assumptions and proposed service requirements, a market engagement event via MS teams will take place to explore the market's feedback on the following areas: • Outline of service requirements and key outcomes; • Timescales for procurement and mobilisation of the new contract; • Proposed contract duration and financial model; • Procurement tips; • Networking opportunity with providers. Please note that the market engagement event will not be recorded, and attendees are not permitted to make any audio, video, or other recordings of the session. Attendees must not use, introduce, or enable any third-party recording or AI-powered transcription tools (including virtual meeting assistants, note-takers, or similar applications) during the event. The Authority will transcribe the session solely for internal note-taking and the preparation of engagement outputs. Any transcript generated will be for internal use only, will not be shared with providers, and will not form part of the procurement documentation. Market Engagement Registration: Please complete the Market Engagement Event Registration Form by no later than 17:00 on Monday 12 October 2026, if you are interested to attend the event: https://forms.cloud.microsoft/e/tf4XxLkb83 Lot 1: Community Diagnostic Centres deliver additional, digitally connected, diagnostic capacity in England, providing all patients with a co-ordinated set of diagnostic tests in the community and in as few visits as possible, enabling an accurate and fast diagnosis on a range of clinical pathways. CDCs provide a broad range of elective diagnostics away from acute facilities, reducing pressure on hospitals and giving patients quicker and more convenient access to tests. CDCs co-ordinate all the diagnostic tests a patient requires and, wherever possible, provide them under one roof in a single visit. More information on the core policy behind the creation of CDCs is available at: https://www.england.nhs.uk/long-read/community-diagnostic-centres/ The general aims of the CDC programme are: • improved population health outcomes • increased diagnostic capacity • improved productivity and efficiency • reduction in health inequalities • improved patient experience • support for the integration of care • make every contact count and support health promotion • act as test sites for quality improvement, research and innovation • contribute to NHS net zero ambitions • share learning across CDCS and systems • act as anchor institutions We currently have 3 CDCs operating within NEL, standard full scope CDCs in Mile End and Barking and a spoke (smaller) CDC in St George's HWBC. Between them, the network of NEL CDCs is on track to deliver, c. 225,000 tests this year and we are looking to build on this success with a further wave of CDC development, including opening a location in Newham. We are seeking a provider to build, develop and run this new CDC location that will fit into our wider system of diagnostics provision including acute and community partners in Newham and across NEL more widely. In order to support the correct flow of patients to the most appropriate location for testing, as close to their home as possible, this CDC location will be expected to work collaboratively with other CDCs in North East London and primary, secondary and community care providers as appropriate in the area. The provider will be expected to build and run the centre, including booking, provision of fully staffed and quality-accreditation-compliant testing and the provision of full reports returned to the relevant referrers. This centre is envisaged to be located near Stratford and to be a similar size and scale to other standard model CDCs in NEL and across the country.
